Personal Fragrance Products Reporting Tool Ready to Download

The California Air Resources Board (CARB) sent a reminder for the 2025 Personal Fragrance Products Technical Assessment (2025 PFP Tech Assessment) on December 19, 2025, with notification that the reporting tool would be available soon. The Personal Fragrance Products Reporting Tool (PFP-RT) is available to download. Instructions, a sample Table of Contents for the written update, along with other information about the 2025 PFP Tech Assessment can also be found online. Reporting

While CARB is reaching out to all manufacturers subscribed to receive updates on Consumer Products, not all manufacturers are required to participate in the 2025 PFP Tech Assessment. Each company, firm, or establishment (“Responsible Party”) listed on the label of a PFP with less than or equal to 10% fragrance by weight of combined fragrance ingredients that was sold or supplied for use in California during Calendar Year 2025 and is required to submit data and other materials by March 31, 2026.

To expedite the reporting process, CARB will not require Responsible Parties to contact Formulators. Instead, CARB staff will contact Formulators on behalf of the Responsible Parties to obtain any necessary formulation data via a customized version of the tool called the Personal Fragrance Products Reporting Tool for Formulators (PFP-RTF).

Completed data submittals include Responsible Party contact, sales data, brand names, formulations, formulator contacts, labels, certification that all data is valid by the Responsible Party, and a written report of efforts made to meet the upcoming 50% volatile organic compound (VOC) standard. All data submittals must be uploaded to Kiteworks, a secure and encrypted mailbox. Please email the Consumer Products Help Box and request for a Kiteworks submission link. Use the subject line: “Kiteworks Link for 2025 PFP Tech Assessment.”

Reporting Requirements


Background

CARB’s Consumer Products Program is a key part of overall efforts to reduce the amount of smog-forming volatile organic compounds, toxic air contaminants, and greenhouse gases that are emitted from the use of chemically formulated consumer products in California. CARB’s Consumer Products Regulations have resulted in reduced statewide emissions from consumer products by an estimated 50 percent since 1990, relative to uncontrolled levels.

In 2021, CARB amended the Consumer Products Regulation to lower the VOC standard for non-aerosol PFPs that contain 7% or less fragrance, with an initial VOC standard of 70% instead of the previous 75%. By January 1, 2031, non-aerosol PFPs that contain 10% or less fragrance must meet a 50% VOC standard. CARB will also require aerosol PFPs made on or after January 1, 2031, to meet the 50% VOC standard. CARB is conducting the 2025 PFP Tech Assessment to evaluate whether manufacturers can continue to meet the 50% VOC standard using current or new technology.
