Reopening on December 16, 2025 at 9:00 am PT
The California Air Resources Board (CARB) is reopening the Clean Truck and Bus Voucher Incentive Project (HVIP) on December 16, 2025. Starting at 9:00 a.m. HVIP will begin accepting voucher request applications on a first-come first-served basis.
Standard HVIP funding is currently fully subscribed, but CARB will reopen the project using funds from the recent Hino settlement and funding from cancelled vouchers. Approximately $95 million will be directed to Standard HVIP ($5 million of these funds will be in a set-aside for public fleets and tribal governments), $25 million to the Public Transit Bus Set-Aside, and $5 million to ISEF. This funding will help support zero-emission market momentum, meet ongoing fleet demand, and support small business participation. In addition, vehicle eligibility will be expanded to include Class 2b pickup trucks for vouchers requested by state or local government agencies and tribal governments. Eligible tribal governments would include all federally recognized tribes in California and non-federally recognized tribes on the California Tribal Consultation List. Eligible state and local agencies include; cities, counties, public utilities, special districts, and similar public entities.
Background
Clean Truck and Bus Voucher Incentive Project (HVIP): Supports purchase of the cleanest available vehicles by providing vouchers to offset the incremental cost of medium- and heavy-duty trucks and buses. HVIP offers purchase incentives for a wide variety of medium- and heavy-duty on-road vehicle types while set-asides offer focused support for certain vocations such as drayage trucks, public transit buses, and public school buses. As a result of the Hino Settlement, SB 127 (Committee on Budget and Fiscal Review, Chapter 15, Statutes of 2025) appropriated $132,175,000 to HVIP.
