2nd Public Workshop and Draft Regulatory Concepts for California’s Statewide Clean Aviation Initiative (SCAI)


The California Air Resources Board (CARB) invites you to participate in a second public workshop to discuss regulatory concepts for the Statewide Clean Aviation Initiative (SCAI). Some of the concepts that will be discussed include strategies to reduce emissions from Auxiliary Power Units (APU), transitioning to zero-emission Ground Support Equipment (GSE), and operational strategies to reduce emissions from aircraft taxiing, takeoffs, and landings. This will be the second of a series of workshops, which are open to the public, and we encourage your participation. 

During the workshop, staff intends to present more detailed regulatory concepts for discussion, provide updated information on the emissions inventory and potential reductions, outline current and planned data collection efforts, and solicit stakeholder input. Staff also intends to solicit early feedback on alternative regulatory concepts that will be prepared for this regulatory action. 

This public workshop will be held via Zoom at the following date and time. Interested parties must register to participate. After registering, participants will have the option to participate via the Zoom software platform or access the meeting by telephone with dial-in instructions. There will be no in-person attendance for this workshop. CARB staff highly recommends participating using the Zoom Desktop or Mobile App to see and hear the presentation in a single platform while participating in the event. This meeting will be recorded.

Background

Aircraft emissions contribute a significant amount of air pollution, with community, regional, and global impacts. California aircraft activity is projected to increase by two-thirds between now and 2050 based on historical aircraft activity and economic predictors. Aircraft emissions standards are set by the International Civil Aviation Organization’s (ICAO) Committee on Aviation Environmental Protection (CAEP), and the Federal Aviation Administration (FAA) leads the U.S. delegation. The U.S. Environmental Protection Agency (EPA) serves as a technical advisor to FAA and subsequently adopts international standards. Because of increased activity projections and lack of technology-forcing emission standards, NOx emissions from aircraft operations in California are projected to increase from 55 to 71 tons per day (tpd) between 2024 and 2050, whereas all other mobile source sectors are projected to decrease. Multiple areas in California cannot meet federal air quality standards without emission reduction from aircraft operations. 

In the 2022 State SIP Strategy, CARB committed to go to the Board in 2027 with proposed programs and policies to reduce airport and aircraft emissions to the maximum extent practicable. In July 2024 CARB, the South Coast Air Quality Management District, and EPA announced joint intent to act to achieve further emissions reductions from a variety of sources primarily under federal control, including airports and aircraft. In December 2024, CARB began the pre-rulemaking process by hosting a first workshop for California’s Statewide Clean Aviation Initiative (SCAI). 

Environmental Analysis

At the workshop, staff will provide an overview of CARB’s process for preparing the Environmental Impact Analysis (EIA) and its content required under the California Environmental Quality Act. Staff welcome public input at the workshop on the appropriate scope and content of the EIA at the beginning of our process. A draft of the EIA will be released for public review and comment when the staff report is released.
