Clean Fleet Connect Public Workgroup Meeting

Provide input on California's new voluntary zero-emission truck and bus recognition tool.


Introduction & Overview

The California Air Resources Board (CARB) invites you to participate in a virtual public information session to discuss a new voluntary, non-monetary incentive initiative, called the Clean Fleet Connect tool, that would recognize fleets using medium- and heavy-duty zero-emission vehicles (ZEVs) in California. At the information session, staff will outline the concept behind this voluntary opportunity, invite input from interested parties, and answer questions. The session will be held via Zoom and interested parties must register to participate. 

Clean Fleet Connect is a tool intended to highlight ZEV fleets, create connections for environmentally conscious businesses, and support the state’s broader clean-air and public-health goals. The new tool would publicly recognize fleets that voluntarily choose to align with the state’s zero-emission goals and would not establish new regulatory requirements.

The workgroup meeting is scheduled for Tuesday, December 9, 2025, from 1:00 to 3:00 pm 

Workgroup meetings are open to the public with time set aside for oral comment and questions at the end as time permits.

Background

The development of Clean Fleet Connect is part of the Drive Forward Initiative and reflects the State of California’s reaffirmed commitment to accelerating the deployment of zero-emission technologies in the medium- and heavy-duty vehicle sector. It implements Executive Order N-27-25, issued at Governor Gavin Newsom’s direction, which directs the California Air Resources Board (CARB) to maintain public lists of fleets that voluntarily continue to comply with the Advanced Clean Fleets and Zero-Emission Airport Shuttle regulations, among other mandates. The data compiled through Clean Fleet Connect will likewise reinforce the California “ZEV-first” approach to public procurement, consistent with CARB’s report to the Governor on the implementation of Executive Order N-27-25 and the broader statewide zero-emission vehicle deployment strategy.

Drive Forward Initiative

The Drive Forward Initiative reaffirms California’s leadership in clean air and climate policy, setting the course for the next phase of the state’s light-, medium-, and heavy-duty vehicle program. 

Drive Forward continues California’s commitment to meet state and national air quality standards, achieve climate and clean air goals, and protect public health through strong vehicle standards. Drive Forward will support the development of light-, medium- and heavy-duty vehicle regulations, incentive programs, outreach and education, and supportive programs and policies that enable clean vehicle use.   

This effort will further advance the clean technologies available today to ensure California meets its air quality and climate obligations.
