The Innovative Clean Transit Reporting Tool (ICTRT) will be available from October 14, 2025, through 5 p.m. on Friday, November 21, 2025, for transit agencies to report their bus purchases and fleet information as of December 31, 2024.

The California Air Resources Board (CARB) invites you to attend a tutorial webinar on the web-based Innovative Clean Transit Reporting Tool (ICTRT). This webinar will provide an overview of ICTRT features and guide transit agencies through the reporting process. In addition, Staff will cover the general Innovating Clean Transit reporting timeline and clarify misunderstandings. Attendees will have the opportunity to ask live questions during the presentation.

Background

The Innovative Clean Transit (ICT) regulation was adopted in 2018 and became effective on October 1, 2019. It replaced the previous Fleet Rule for Transit Agencies. The ICT regulation requires all California public transit agencies as identified in title 13, California Code of Regulations (CCR), article 4.3, section 2023 to gradually reduce tailpipe emissions of their fleets and encourages them to provide innovative first and last-mile connectivity and improved mobility for transit riders. The ICT regulation requires all California transit agencies, regardless of size, to submit and update their agency and bus fleet information annually starting in 2021 (title 13, CCR, section 2023.8).
