CARB is proposing updates to its methodology for quantifying the health impacts of air quality regulations, plans, and programs. The update is in response to Board Resolution 20-13, which directed CARB staff to develop a comprehensive evaluation of health benefits from reduced exposure to air pollution. CARB currently evaluates 12 mortality and morbidity outcomes, and the proposed changes will update three of these outcomes and add four new health endpoints based on new or California-specific studies.
During this workshop, CARB staff will present the current methodology, new scientific evidence on health effects of air pollution exposure, and the proposed, new health points for health impact analysis. Staff will also discuss ongoing research and internal analyses that are part of the broader effort to meet Resolution 20-13. Participants will have an opportunity to learn about the plan and comment on the proposed endpoints.

Background
In April 2020, the California Air Resources Board directed staff to update and enhance the agency’s ability to analyze a broader, more comprehensive set of health benefits from reducing air pollution (Board Resolution 20-13: Health Evaluation of Air Quality and Climate Resolutions and Programs). In accordance with this direction, CARB staff is proposing updates and addition of health endpoints associated with criteria pollutants based on new scientific evidence, including information in U.S. EPA’s 2019 Integrated Science Assessment for Particulate Matter, U.S. EPA’s 2020 Integrated Science Assessment for Ozone and Related Photochemical Oxidants, and US EPA’s 2023 Technical Support Document for the Final Revised Cross-State Air Pollution Rule Update for the 2022 Ozone Season NAAQS.
Currently, CARB analyzes 12 health endpoints related to air pollution exposure (see CARB’s 2021 Updated Health Endpoints Bulletin). These include mortality, hospital admissions/emergency room visits, lung cancer incidence, Parkinson’s disease, Alzheimer’s Disease, and acute myocardial infarction. While these endpoints represent important public health outcomes due to air pollution exposures, new scientific evidence suggests additional mortality and morbidity outcomes that lead to societal and economic impacts.
