Innovative Small E-Fleet (ISEF) Pilot Project Reopening October 21

New ISEF Implementation Manual Now Available 

Background

The Innovative Small E-Fleet (ISEF) Pilot Project is a set-aside within the Clean Truck and Bus Incentive Project (HVIP) designed to support small fleets and individual owner operators in accessing zero-emission vehicles. Through ISEF providers, small fleets with 20 or fewer vehicles and less than $15 million in annual revenue have an opportunity to access the benefits of the vouchers through all-inclusive leases, peer-to-peer truck sharing, truck-as-a-service, and other alternative business models. ISEF is reopening on October 21, 2025, at 9 a.m. PST with about $30 million in funding

To support this funding cycle, CARB has released the new Fiscal Year 2024-25 Implementation Manual with important changes small fleet participants and providers need to know about.
