Policy Workgroup Meeting: Fiscal Year 2025-26 Clean Truck and Bus Voucher Incentive Project (HVIP)

The California Air Resources Board (CARB) invites you to participate in a Webinar Workgroup meeting on the Clean Truck and Bus Voucher Incentive Project (HVIP) as we develop polices leading up to the fiscal year (FY) 2025-26 Funding Plan for Clean Transportation Incentives (Funding Plan). This meeting is an opportunity to provide input to CARB staff to define proposed policy changes, new implementation mechanisms, and eligibility criteria for the upcoming funding year.  

The workgroup meeting will be held via Zoom webinar at the following date and time:

To participate in the workgroup, please register before September 9, 2025, 1:00 p.m. (Pacific) at the latest. After registering, you will receive a confirmation email with information to join the webinar either through a computer, digital device or via conference line.  

This workgroup meeting will be recorded, and the recording and participation list will be made available to the public via CARB’s webpage. The meeting may end prior to the specified end time if all questions and comments are addressed prior to the designated webinar end time. There is no in-person attendance option for this meeting.

Background 

Annual Funding Plan
The annual funding plan is each year’s blueprint for expending Low Carbon Transportation and AQIP funds appropriated to CARB in the State budget. For more information about current and upcoming meetings about the FY 2025-26 Funding Plan, please visit the Funding Plan Meetings & Workshops webpage. 

Clean Truck and Bus Voucher Incentive Project (HVIP)
HVIP supports the purchase of the cleanest available vehicles by providing vouchers to offset the incremental cost of medium- and heavy-duty trucks and buses. HVIP offers purchase incentives for a wide variety of medium- and heavy-duty on-road vehicle types while set-asides offer focused support for certain vocations such as drayage trucks, public transit buses, and public school buses.
