The California Air Resources Board (CARB) has released an updated CEIDARS Validator Tool for CEIDARS data submissions. This tool is designed to help air districts and other submitters quickly identify common data issues before submitting files to CARB, reducing back-and-forth communication and improving data quality from the outset.
The CEIDARS Validator Tool performs automated QA/QC checks on CEIDARS-format transaction files based on the CTR, EICG, and AERR reporting requirements, including:

Required Field Checks
Ensures all mandatory fields are populated.

Lookup Validations
Confirms codes (e.g., SCC, SIC, NAICS, EQTYPEC) exist in the relevant reference tables.

Logical Consistency Checks
Verifies things like PM hierarchy (e.g., PM ≥ PM10 ≥ PM2.5), control efficiencies, and monthly emission allocations.

Relational Integrity Checks
Identifies orphan and childless records across tables (e.g., processes with no emissions, emissions referencing nonexistent devices).

Summary & Detailed Logs
Provides a clear summary of errors in the interface and the ability to export detailed Excel logs for further review.

To use the tool, HARP EIM must be installed. To update, download the files from the HARP EIM website (found at the bottom titled 'CEIDARS Transaction File Validation Tool'). Then, drop the .exe and included .dll files into your existing HARP installation folder (typically C:\HARP2) and launch the tool. No installation required.
Before using the tool, please make sure you have the most up to date CEIDARS Utility Database. To check for updates, open HARP EIM and select “Help > Check for Updates” feature in the main menu of the program. This feature will automatically download and update the CEIDARS Utility Database.
