Fiscal Year 2025-26 Public Workgroup: Light-Duty Vehicle Purchase Incentives and Long-Term Plan Workgroup #2

The California Air Resources Board (CARB) annually hosts public workgroups in line with the development of the Funding Plan for Clean Transportation Incentives. The Proposed Fiscal Year 2025-26 Funding Plan will be published and presented before the CARB Board in November 2025. Through the Funding Plan, CARB staff provides recommendations for funding and policy changes for its incentive projects and programs. These recommendations include: 

  • CARB's priorities for the current funding cycle
  • Fund allocations for each project category 
  • Improvements to projects based on public input and CARB staff's evaluation of projects in previous years 
  • Strategies to measure changes in behavior and the socioeconomic benefits resulting from projects 
  • Plans for potential adjustments during the year, if needed (Also referred to as contingency provisions 

The workgroups serve as a forum to provide more information and solicit input on specific projects or sets of projects. This particular workgroup is the second in a series (the first of which was July 10) that will focus on updates on CARB’s Light-Duty Vehicle Purchase Incentives, which include:  

Workgroups also give community members and stakeholders an opportunity to share their thoughts, concerns, and suggestions. 


Light-Duty Vehicle Purchase Incentives and Long-Term Plan Workgroup #2

During this workgroup meeting, CARB staff will report out on feedback to date, propose policy changes for the Light-Duty Vehicle Purchase incentive projects in the Fiscal Year 2025-26 Funding Plan, and revisit the Long-Term Plan discussion.  

The workgroup meeting will be held via Zoom on the following date and time:

Please register for the workgroup. After you register, you will receive a confirmation email with information about how to join the Zoom meeting by computer or telephone.

This meeting will be recorded. Approximately two weeks after the meeting date, a link to the recording and a list of workgroup attendees will be made available and posted on CARB's Calendar of Events webpage. 

Purpose of the Workgroup 

CARB staff hosts workgroups related to the Funding Plan and project implementation updates for various CARB initiatives. Furthermore, CARB staff offer this platform to listen to community voices on their clean transportation needs. 

The workgroup agenda is now available on CARB's Calendar of Events webpage. The staff presentation will be posted to the same webpage prior to the workshop. 

All interested community members are invited to attend. 


Background 

The Annual Funding Plan for Clean Transportation Incentives is a detailed outline of how money will be spent on programs related to low carbon transportation and air quality. This plan is created each fiscal year to guide the allocation of funds appropriated to CARB through the State budget and includes information on CARB's goals and strategies for investing in clean technology. The Funding Plan process occurs between May and November. As such, CARB staff may like to hold workgroups outside of the Funding Plan process to provide specific updates to interested members of the public and to gather public feedback that can be incorporated into elements of the Funding Plan.
