CARB fulfills its mission to protect public health and the environment by relying on robust science. The annual research planning process is guided by research priorities that are responsive to CARB programmatic goals, emerging air quality and climate issues, and public input. Public input is collected through various mechanisms, including the annual research comment survey and public meetings. CARB is accepting research comments through a survey on the research comment portal. The final date to submit comments for funding in fiscal year 2026-2027 is June 13, 2025. To learn more about CARB's annual research planning process, please visit the Research Planning Website.

CARB will hold a virtual public meeting on May 28, 2025, to discuss and collect comments on proposed research priorities. The slides for the public meeting are now available on the research comment portal. The meeting information can be found below.

Background

The California Air Resources Board (CARB) has a robust Research Program that is designed to be responsive to agency priorities, emerging topics, and community, and stakeholder input. In the past, CARB initiated the annual research planning process by collecting research comments and concepts from the public. Moving forward, CARB will collect input on proposed priorities and collect comments to inform emerging topics. These submissions help to inform CARB's priorities for supporting future research. 

CARB uses a survey to collect comments from the public on topics they would like CARB's Research Program to address. The comment option provides a way to submit research questions and concerns related to air quality, and climate change. These comments can be more open ended and be submitted by members of the public who feel their local community concerns could be addressed by CARB's research program.  

Community and academic researchers can also select research priorities from a list and submit comments on each one. The list of priorities will consist of timely, policy-driven research needs that will support program needs. Input from the public will help CARB select which priorities to develop into project concepts.

After the comment collection period ends, CARB will review all input to inform the final list of priorities that CARB will consider in fiscal year 2026-2027. Those priorities will be developed into project concepts. There may be future opportunities for further public engagement in developing priorities into project concepts. Note that the CARB Research Program funding is limited and only a small subset of projects are funded each year. The final date to submit comments is June 13, 2025.
