Workshop Summary
The California Air Resources Board (CARB) invites you to participate in a kick-off workshop on the Fiscal Year 2025-26 Clean Transportation Incentives Funding Plan (Funding Plan). You will learn about the incentive projects that may receive any potential funding this year and which projects may have policy changes.
The workgroup will be held via a Zoom meeting at the following date and time:

All interested parties are invited to attend the workshop. Please register for the meeting at the link below. After you register, you will receive a confirmation email with information about how to join the meeting by digital/computer device or telephone on the day of the meeting.
This workshop will be recorded. Approximately two weeks after the workshop date, a link to the recording and a list of workshop attendees will be made available and posted on the Low Carbon Transportation Incentives and AQIP Meetings and Workshops webpage.
Purpose of the Workshop
This is the second in a series of public meetings that CARB staff will host on the development of the Fiscal Year (FY) 2025-26 Clean Transportation Incentives Funding Plan (Funding Plan). In this workshop we will discuss overview and background information about the Funding Plan. We will also discuss any potential funding and policy changes for light‑duty incentive projects, which includes vehicle purchase incentive projects as well as sustainable community-based transportation equity projects (mobility projects); and, medium- and heavy-duty on- and off-road vehicle and equipment incentives. CARB staff plans to release a Proposed FY 2025-26 Funding Plan in the fall of 2025 prior to Board consideration. Future workgroups, workshops, and Evening Community Meetings will incorporate more detailed discussions about how to allocate any funds among incentive projects and how to refine the projects through policy changes.
The workshop agenda is available on CARB’s Low Carbon Transportation Incentives and AQIP Meetings and Workshops webpage. Staff aims to post the presentation to that webpage about 10 days prior to the meeting. All meetings can also be found on the CARB Events Calendar.
Background
The annual funding plan is each fiscal year’s blueprint for how to spend the Low Carbon Transportation Program, Air Quality Improvement Program (AQIP), and related funds appropriated (assigned) to CARB in the State budget. The funding plan describes CARB’s policy drivers and vision for mobile source investments, eligible project categories and criteria, project funding allocations, project implementation details, and justification for these investments.
