The California Air Resources Board (CARB) invites you to participate in a virtual public workgroup meeting on the Zero-Emission Assurance Project (ZAP) to continue the discussion on ZAP program policy and proposed rolling implementation. In this meeting, CARB staff will reiterate the previously approved policy, discuss the application process, and provide updated details on the program launch timeline. This is an opportunity for stakeholders to provide their feedback on project policy and implementation. Staff will be available to answer questions and receive stakeholder input. Registration information is below.
The workgroup meeting will be held via Zoom on the following date and time:

To participate in the meeting, please register in Zoom using the link above. After registering, you will receive a confirmation email with information to join the meeting either through a computer or digital device or via conference line. Each meeting link in the confirmation email is unique so please do not share it with others. Every person that wishes to participate needs to register separately and use the unique link sent to them to access the meeting. Please note that there is no in-person attendance option for this meeting.
This meeting will be recorded. A link to the recording will be available two weeks after the meeting date on the Low Carbon Transportation Investments Meetings and Workshops webpage.
The length of workgroup meetings varies. In the event the discussion is complete, CARB may end the meeting before the scheduled end time.

Background
ZAP was established by Assembly Bill 193 (Cervantes, Chapter 363, Statutes of 2018) to help lower-income Californians reduce the risk of buying a used zero-emission vehicle (ZEV) or near-zero-emission vehicle (NZEV) (plug-in hybrid) by providing a rebate or vehicle service contract for the replacement battery or fuel cell components. Repair costs are a significant barrier to entry for lower-income Californians. ZAP complements the California Air Resources Board’s (CARB) light-duty vehicle purchase incentive programs, such as Clean Cars 4 All and Financing Assistance, by helping to alleviate low-income residents’ concerns about premature battery degradation, resulting in reduced vehicle performance, vehicle depreciation, and costly repairs.
