Background
The EMFAC model is the primary tool that CARB uses to assess emissions from on-road motor vehicles including cars, trucks, and buses in California for regulatory and planning efforts such as the Mobile Source Strategy and State Implementation Plans. Also, to better estimate and evaluate the impact of various incentive programs and regulations and to support air quality planning, CARB needs to update mobile source analysis tools with the most up-to-date data and methodologies. In addition, as the transportation sector in California is transitioning to zero-emission technologies under the direction of the Governor’s Executive Order N-79-20, the current capabilities of EMFAC needs to be expanded.
This will be the fourth and final public workshop to discuss the development of the latest version of the model, EMFAC2025. At the workshop, staff will provide a brief description of updates, emission impacts, and the differences between the new estimates and those from the prior version of the model, EMFAC2021.
In addition to previous alpha and beta releases, CARB staff will be releasing a third test version of the model on Friday, April 18, 2025, called EMFAC2025 Release Candidate. Previous test users will be notified later this week about its availability, and may provide feedback by Friday, May 2, 2025. Interested parties may contact emfac@arb.ca.gov to obtain the release candidate version.
