Workshop to Present the Final Release of CARB’s EMFAC2025 Model

The California Air Resources Board (CARB) invites you to participate in a workshop on Wednesday, April 30, 2025 to discuss updates and emissions impacts of the next version of CARB's official on-road mobile source emissions inventory model, EMFAC2025. This will be the fourth and final public workshop to present updates of EMFAC2025, and the overall emissions impacts from the changes covered in this workshop, and the series of three previous workshops that began in October 2022.

This public workshop will be held via Zoom at the following date and time. Interested parties must register to participate. After registering, participants will have the option to participate via the Zoom software platform or access the meeting by telephone with dial-in instructions. There will be no in-person attendance for this workshop. CARB staff highly recommends participating using the Zoom Desktop or Mobile App to see and hear the presentation in a single platform while participating in the event. This meeting will be recorded.

Note that all times listed above are approximate and will depend on the number of questions and length of discussion. 

Background

The EMFAC model is the primary tool that CARB uses to assess emissions from on-road motor vehicles including cars, trucks, and buses in California for regulatory and planning efforts such as the Mobile Source Strategy and State Implementation Plans. Also, to better estimate and evaluate the impact of various incentive programs and regulations and to support air quality planning, CARB needs to update mobile source analysis tools with the most up-to-date data and methodologies. In addition, as the transportation sector in California is transitioning to zero-emission technologies under the direction of the Governor’s Executive Order N-79-20, the current capabilities of EMFAC needs to be expanded.

This will be the fourth and final public workshop to discuss the development of the latest version of the model, EMFAC2025. At the workshop, staff will provide a brief description of updates, emission impacts, and the differences between the new estimates and those from the prior version of the model, EMFAC2021.

In addition to previous alpha and beta releases, CARB staff will be releasing a third test version of the model on Friday, April 18, 2025, called EMFAC2025 Release Candidate. Previous test users will be notified later this week about its availability, and may provide feedback by Friday, May 2, 2025. Interested parties may contact emfac@arb.ca.gov to obtain the release candidate version.
