The California Air Resources Board (CARB) has released an update to the Hot Spots Analysis and Reporting Program (HARP) Emission Inventory Module (EIM) (now version 2.2.0). This update is optional since it only includes interface changes and additional functions. All core functions remain the same, and the tool can still export CEIDARS 2.5 transaction files without any issues.
Please note that this is an update to the software itself, which is different than the utility table updates that are routinely released. This update cannot be made through the application. You will need to download the new version and install it. The link to the download can be found in the EIM webpage.
UI Updates
User interface updates were made to the following facility data entry pages:

Feature Updates
Feature updates were made to the following pages:
Release data entry page
- The button for calculating gas flow and gas velocity based off stack diameter were fixed.
Process data entry page
- When selecting an SCC code from the table, before the table did not display the SCC8N description. Now the SCC table does. This will help users choose the most accurate process.
- Every process requires entering SCC and SIC values
- These are CEIDARS-required columns and without this information submissions cannot be processed.
- The units must be specified for each process rate. HARP EIM no longer defaults to the SCC units.
Emission data entry page
- When adding a new emission record, users need to link the new emission record to a device and process. Upon selecting a device/process, their names are displayed for the user's reference.
- Previously, the calculate hourly max emissions button only worked for toxic pollutants. Now it works for criteria pollutants. The CEIDARS column corresponding to this is HRMAXEMS.

Every emission record requires an annual emission of 0 or greater (cannot be null)
- This is a CEIDARS-required column and without this information submissions cannot be processed.
New .xls Excel Import Feature
You can now import data into HARP EIM using .xls excel files. Note that only .xls importing is supported, which is an older version of Excel. However, you can convert .xlsx excel files to .xls by clicking on File -> Save As -> .xls. Please note however that the conversion of .xlsls to .xls files may cause unintended data changes if using formulas.

Utility table updates
- ISDEFAULT
- S0: insufficient parameters available.
- DEFLOCATION
- CAD: placed in centroid of county, air basin, district (coabdis) boundary.
- FAC: obtained from facility location coordinates.
- NAICS
- Only shows valid codes that will be accepted in 2024 inventory year (full 6 digit codes).
Before updating, please save and backup any active projects (create copies of .mdb project file and export data as a .tra file). It is important to export and create copies of current projects in case any data changes during the update, as has been reported in the past.
