Tour of Tribal and Rural Communities
June 24-25, 2025
We’re excited to share more details about our upcoming tour of tribal and rural communities. Centered on tribes in San Diego County – home to the highest concentration of tribes in any U.S. county – this tour offers a meaningful opportunity to build relationships, listen, and learn directly from local tribal voices.
To make the most of our time in the region and visit tribes such as Jamul, La Posta, Manzanita, Campo, Viejas, La Jolla, Pala, Santa Ysabel, and others, the tour will span two full days.
If you are interested in joining the tour or have general questions about what to expect, please let us know at ZEVEquity@arb.ca.gov. Space is limited, and we cannot guarantee everyone interested will get a spot to join. More details will be shared once they are available.

Workgroup Meeting Summary
April 3, 2025
If you missed our last workgroup meeting held on Thursday, April 3, the meeting summary is now available. This meeting focused on the potential development of a Zero-emission Vehicle (ZEV) Training Catalog. At the meeting, participants heard from CALSTART, the Foundation for California Community Colleges, and University of California at Los Angeles Labor Center about related projects. We will follow-up with those interested in contributing to this project to set up our next meeting.
GO-Biz Request for Proposal
The ZEV Market Development Office of the Governor’s Office of Business and Economic Development (GO-Biz) is pleased to share two exciting Requests for Proposal (RFPs) opportunities aimed at advancing an equitable transition to ZEVs and fostering community-led solutions.
Outreach and Engagement Strategies for an Equitable ZEV Transition
The Outreach and Engagement RFP seeks qualified consultants to design and implement an outreach and engagement strategy focused on developing community-led solutions for a more equitable ZEV transition. GO-Biz is looking for the input of communities across the State to best understand the barriers they face when trying to access zero emission mobility options. The selected contractor will engage diverse stakeholders, including community-based organizations, environmental justice advocates, tribal communities, and state agencies, to enhance inclusivity and transparency in ZEV market development. The work products resulting from these RFPs will be used to inform the Equity Action Plan and consultants’ perspectives will be instrumental to capturing the full extent of the recommendations and products.
Financial Inclusion and Accessibility Recommendations to Increase Access to Zero-Emission Vehicles in Priority Communities
This Request for Proposals involves identifying relevant populations, conducting a gaps analysis, and providing policy recommendations for groups in California that have limited financial accessibility to ZEVs and their overlap with priority communities to understand the kind of characteristics that inhibit access to ZEVs. Chosen contractors must present an analysis of programs that increase access to ZEVs and identify gaps that leave priority communities and the identified populations unable to benefit from these programs.
The application period for these requests begins on April 8, 2025, and ends on April 25, 2025. If there are any questions about these opportunities, please contact GO-Biz.BSU@gobiz.ca.gov by April 15th 11:59 PM PDT. All questions about the proposals will be published on Cal eProcure on April 18th by 5:00pm PDT. Contracts are set to begin on May 12th.
