Workgroup Summary
Attend this workgroup to learn about this year’s development process, timeline, and how to participate and engage in the process to develop the Fiscal Year 2025-26 Clean Transportation Incentives Funding Plan (Funding Plan). The California Air Resources Board (CARB or Board) invites you to participate in this public workgroup.
The workgroup will be held via a Zoom meeting at the following date and time:

All interested parties are invited to attend the workgroup. Please register for the meeting at the link below. After you register, you will receive a confirmation email with information about how to join the meeting by computer or telephone on the day of the meeting.
This workgroup will be recorded. Approximately two weeks after the workgroup date, a link to the recording and a list of workgroup attendees will be made available and posted on the Low Carbon Transportation Incentives and AQIP Meetings and Workshops webpage.
Background
The annual funding plan is each fiscal year’s blueprint for how to spend the Low Carbon Transportation Program, Air Quality Improvement Program (AQIP), and related funds appropriated (assigned) to CARB in the State budget. The funding plan describes CARB’s policy drivers and vision for mobile source investments, eligible project categories and criteria, project funding allocations, project implementation details, and justification for these investments.
CARB staff continuously works to improve the funding plan development process. In prior years, CARB staff prepared a Draft Funding Plan and later a Proposed Funding Plan. This year, staff proposes to remove the preparation of the Draft Funding Plan to allow more time and space for meaningful engagement with the public and interested parties between mid‑June to mid‑July. Staff will still hold a workshop in August to finalize the collaborative draft ideas before preparation of the Proposed Funding Plan in September. The Proposed Funding Plan will be posted to the web for a 30-day public comment period, around mid‑October, prior to the November Board Meeting.
Purpose of the Workgroup
This is the first in a series of public meetings that CARB staff will host on the development of the Fiscal Year (FY) 2025-26 Clean Transportation Incentives Funding Plan (Funding Plan). In this initial workgroup we will discuss changes to this year’s Funding Plan development process, timeline, and how you can participate and engage in the process. This workgroup will not focus on funding or project policy changes since the FY 2025-26 State Budget is still being developed through June 15, 2025. CARB staff plans to release a Proposed FY 2025‑26 Funding Plan in the fall of 2025 prior to Board consideration. Future workgroups, workshops, and Evening Community Meetings will incorporate more detailed discussions about how to allocate funds among incentive projects and how to refine the projects through policy changes.
The workgroup agenda is available on CARB’s Low Carbon Transportation Incentives and AQIP Meetings and Workshops webpage. Staff aims to post the presentation to that webpage about 10 days prior to the webinar. All meetings can also be found on the CARB Events Calendar.
