Introduction and Overview
The California Air Resources Board (CARB) invites you to participate in a virtual public information session to discuss a new voluntary non-monetary incentive program that would provide recognition to fleets using clean construction equipment in California. At the meeting, staff will discuss the proposed approach for this voluntary program and solicit feedback and engagement from the public. The session will be held via Zoom and interested parties must register to participate.
The primary goal of the California Clean Construction Program would be to incentivize and encourage off-road fleets to go beyond existing regulatory fleet rule compliance and adopt advanced technology equipment with a strong emphasis on zero-emission off-road technologies. CARB staff would develop the program parameters, and contracting entities, policymakers, and state and local governments could then incorporate the program in contract award considerations. Staff are also exploring whether a program like this could be utilized by local air districts or other lead agencies as part of a California Environmental Quality Act mitigation strategy.

Background
The 2022 State Strategy for the State Implementation Plan included an array of proposed measures to reduce emissions from oxides of nitrogen and diesel particulate matter. These measures are needed for the state to meet the federal ambient air quality standards. One of the measures is the Clean Off-Road Fleet Recognition Program which we are now calling the California Clean Construction Program.
Proposed California Clean Construction Program
A Request for Information was published and public comments accepted from September 19 through to November 15, 2024. Public comments included feedback regarding ease of participation, reporting, and integrating and maintaining incentives.
The California Clean Construction Program’s objective is to decrease diesel emissions by voluntarily increasing the use of cleaner-than-required construction equipment.
Under staff’s current proposal, the California Clean Construction program would recognize construction projects that utilize over 35% of available cleaner than Tier 4 Final equipment. Such equipment could include cleaner than Tier 4 Final combustion equipment (like diesel equipment dual certified to CARB Tier 4 Final and European Union Stage 5 standards) or zero-emission equipment. Participating in the program could potentially benefit a construction fleet in two ways:
- If the program is referenced in a request for bids, construction fleets participating in the program may have a competitive advantage in the bidding process;
- The program could potentially be included by the California Environmental Quality Act Lead Agency as a project mitigation measure.
Staff welcomes input and ideas for the California Clean Construction Program, including how best to structure the program to encourage wide participation.
