Soil Nitrogenous Emissions "Subject Matter Expert Review Panel” Contract Progress Update


The California Air Resources Board (CARB) invites you to participate in a second public meeting on February 13, 2025 to discuss progress on the Soil Nitrogenous Emissions "Subject Matter Expert Review Panel (SMERP)” Contract (23RD017). In August 2023, CARB released the nomination/application form to seek five technical experts to serve in the SMERP that will independently evaluate existing data and science to improve our current understanding of nitrogenous emissions, including oxides of nitrogen, nitrous oxide, and ammonia from soils, particularly in California. CARB’s Research Division led the panelist selection and contract management process. They evaluated all received nominations and applications under this solicitation, and selected panelists for the SMERP based on an evaluation of their technical merits (e.g., peer-reviewed publications and government reports, service in advisory, editorial, and review boards) under each Topic of Expertise specified in the nomination/application form.

As part of the SMERP, Dr. William Horwath (University of California [UC] Davis),
Dr. Whendee Silver (UC Berkeley), Dr. Xia Zhu-Barker (University of Wisconsin -Madison), Dr. Martin Burger (California Department of Food and Agriculture [retired]; UC Davis), and Dr. Viney Aneja (North Carolina State University) have been conducting a comprehensive review of scientific literature, pertinent databases, and emission estimation methodologies that pertain to nitrogenous emissions from soils. The contract will provide CARB with guidance and information on the best scientific evidence for nitrogenous emissions from soils, and will inform the subsequent steps needed to refine the underlying data and methods currently used in our regional air quality modeling to support the State Implementation Plans.
