The California Air Resources Board (CARB or Board) invites you to participate in a public meeting to discuss proposed amendments to the Advanced Clean Trucks (ACT) regulation. The proposed amendments would fulfill commitments in the Clean Truck Partnership agreement for CARB staff to develop a proposal with manufacturers and Section 177 states regarding a credit pooling concept for credits and deficits generated in states that have adopted the ACT regulation under section 177 of the federal Clean Air Act.
Implementing a pooling concept into the ACT regulation provides flexibility to the regulated manufacturers for zero-emission vehicle deployments. At this meeting, staff is seeking feedback from manufacturers, Section 177 state representatives, and other interested stakeholders or parties.
The meeting will be held remotely via Zoom and will not have an in-person option. Participants must register via Zoom as indicated below.

Background
In June 2020, CARB voted to adopt the ACT regulation as part of a comprehensive strategy to reduce emissions from medium- and heavy-duty vehicles in California. The ACT regulation establishes requirements for medium- and heavy-duty manufacturers to produce and sell an increasing portion of their sales as zero-emission vehicles (ZEVs) that emit no criteria or GHG emissions starting in the 2024 model year.
Achieving California’s long-term air quality, climate, and public health goals will require advancing the introduction of zero-emission technologies everywhere feasible and near-zero-emission powered by clean, low-carbon renewable fuels everywhere else. Promoting the development and use of zero-emission trucks will contribute to the goals set by the Governor’s Executive Order N-79-20 and the Sustainable Freight Action Plan, and will help achieve emission reductions as outlined in the State Implementation Plan, Senate Bill (SB) 350 (de León, Chapter 547, Statutes of 2015), Assembly Bill 32 (Nuñez, Chapter 488, Statutes of 2006), and SB 32 (Pavley, Chapter 249, Statutes of 2016), and Assembly Bill 1279. This effort is part of a broader strategy to increase clean, affordable transportation options such as zero-emission technologies, innovative methods to improve freight activity, and efficiency of transportation systems in California.
