The California Air Resources Board (CARB) invites you to participate in a public workgroup meeting to discuss the upcoming Request for Applications for Fiscal Year (FY) 2023-24 Planning and Capacity Building (Planning). This meeting will include discussion of the anticipated timeline, available funding, draft application format, eligibility requirements, and technical assistance. Registration information is below.

To participate in the meeting, please register in Zoom using the link above. After registering, you will receive a confirmation email with information to join the meeting either through a computer or digital device or via conference line. Each meeting link in the confirmation email is unique so please do not share it with others. Every person that wishes to participate needs to register separately and use the unique link sent to them to access the meeting. Please note that there is no in-person attendance option for this meeting. 

This meeting will be recorded. A link to the recording will be available two weeks after the meeting date on the Low Carbon Transportation Investments Meetings and Workshops webpage. 

The length of workgroup meetings varies. In the event the discussion is complete, CARB may end the meeting before the scheduled end time.


Background

Planning and Capacity Building is part of CARB’s suite of Sustainable Community-Based Transportation Equity projects within the Low Carbon Transportation program. These projects focus on planning and mobility strategies that shift the nature of the state’s transportation systems toward clean, active, and shared modes of transportation. The Fiscal Year (FY) 2023-24 Funding Plan allocated a total of $7.5 million for community-led Planning and Capacity Building grants and was approved by the Board on November 16, 2023. The Low Carbon Transportation program is part of California Climate Investments, a statewide initiative that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment – particularly in disadvantaged communities.  

Planning and Capacity Building is intended to deliver direct and meaningful community benefits by facilitating intentional engagement inclusive of marginalized populations in all planning stages and by empowering community leaders and residents to meaningfully shape the transportation decisions that impact their lives. Planning increases transportation equity by improving the local understanding of residents’ transportation needs, channeling communities to the right incentive funding opportunities, and preparing communities to implement clean transportation and land use projects. 

As such, Planning and Capacity Building supports a variety of projects that will vary based on the community context and capacity or transportation needs. Planning is meant to help communities develop the needed groundwork to support a community’s clean transportation vision. Example projects may include, but are not limited to, clean transportation planning, community transportation needs assessments, community capacity building, partnership building, outreach, and workforce training and development. 

Planning and Capacity Building as a dedicated funding category began with an initial allocation of $5 million in the FY 2022-23 Funding Plan. In 2023, CARB released a joint competitive Request for Applications (RFA) for Planning, Clean Mobility in Schools (CMIS), and Sustainable Transportation Equity Project (STEP) applications. CARB awarded $3.1 million to seven Planning Grants. Concurrently, CARB released a $5 million competitive solicitation for a Statewide Planning and Capacity Building Project Administrator to oversee the Planning Grants and provide implementation support to the Planning, CMIS, and STEP grants selected from the FY 2022-23 joint RFA. Data for Social Good, in partnership with Momentum and Institute for Sustainable Communities, was selected. Of the $5 million, $3.1 million is dedicated to fund the seven Planning Grants selected from the joint RFA. 

As CARB implements the Planning and Capacity Building project, we continue to seek ways to adjust program requirements, streamline and simplify the application process, and work with communities to make sure eligibility requirements are feasible. This upcoming workgroup meeting will help CARB pursue these goals for Planning and Capacity Building.
