Public Workshop Supporting Release of a Statewide Aircraft Emissions Inventory Model (CAI2024)


The California Air Resources Board (CARB) invites you to participate in an online public workshop to discuss the development of the first statewide aircraft emissions inventory model – California Aircraft Emissions Inventory 2024 (CAI2024). The purpose of this workshop is to request feedback on the approach and methodology and solicit any additional data sources reflecting the activity, fleet makeup, or other data used to develop the new aircraft emissions inventory. This meeting will be conducted through Zoom and participants will have the opportunity to ask questions during the workshop.

Interested parties must register to participate. After registering, participants will have the option to participate via the Zoom software platform or access the meeting by telephone with dial-in instructions. There will be no in-person attendance for this workshop. CARB staff highly recommends participating using the Zoom Desktop or Mobile App.

Background

Currently, air districts develop and submit aircraft emissions inventories to CARB for general aviation, agricultural crop-dusting operations, commercial aviation, and military operations. Because aircraft are mobile sources that travel between air district jurisdictions, and to standardize methodology across the State, CARB has developed a new model for all aircraft categories and all regions of California. This will allow for easier and more comparable comparison of aircraft emissions between air districts.

With the release of this model, CARB will assume primary responsibility from the local air districts for developing aircraft emissions inventories moving forward but will work closely with the air districts in identifying the most useful sources of local data. Among other approaches and data sources, CAI2024 uses the latest Aviation Environmental Design Tool (AEDT) from the Federal Aviation Administration (FAA) to estimate the landing and take-off aircraft emissions from 857 aviation facilities in California. By using a single model, CARB and other air quality agencies will be able to more closely evaluate the growing contribution of aircraft emissions relative to other mobile sources when preparing future State Implementation Plans, Mobile Source Strategies, and developing other air quality programs. After release of CAI2024, air districts will still have the option to voluntarily submit aircraft inventory data annually to CARB through the California Emissions Inventory Data Analysis and Reporting System (CEIDARS) but are encouraged for the sake of consistency to use CARB estimates.


The workshop materials, including technical documentation, will be posted online in advance of the virtual meeting at the link below, which will be available for public comment for 30 days following the workshop.
