The California Air Resources Board (CARB) is seeking your input as staff develop a statewide regulation to reduce climate pollutants and smog-forming emissions from new space and water heaters sold in the state. With the support of community co-hosts, CARB staff are holding several listening sessions throughout California to share information about the potential regulation and hear from the public across various regions in the state.
Your feedback and perspectives can help CARB staff design a regulation to maximize benefits from improved air quality and reduced climate emissions, while making indoor environments more comfortable.

Background
Zero-emission space and water heater standards are part of California’s climate and air quality strategies as laid out in the 2022 Scoping Plan and the 2022 State Strategy for the State Implementation Plan. Nonresidential and residential buildings are responsible for approximately 10 percent of greenhouse gas (GHG) emissions and 5 percent of statewide smog-forming nitrogen oxides (NOx) emissions in California. Zero-emission space and water heaters sold in California in compliance with the regulation would reduce building-related GHG and NOx emissions to help the State meet its climate goal of achieving carbon neutrality by 2045 or earlier and assist California with meeting State and federal air quality standards and improving public health.
These listening sessions were planned as a result of a public solicitation CARB held last winter to recruit listening session co-hosts to help reach communities not already a part of our network.
