Public Workgroup: Clean Cars 4 All Draft Allocation Formula

The California Air Resources Board (CARB) annually hosts public workgroups in line with the development of the Funding Plan. After a period of public comment and staff review, the final, Proposed Fiscal Year 2024-25 Funding Plan, will be published and presented before the Board November 21-22, 2024. At this meeting, CARB staff will be discussing the draft Clean Cars 4 All (CC4A) allocation formula which will determine how future allocations would be distributed through the five regional Air District programs, South Coast Air Quality Management District, San Joaquin Valley Air Pollution Control District, Bay Area Air Quality Management District, Sacramento Metropolitan Air Quality Management District, and the San Diego Air Pollution Control District as well as the statewide CC4A program implemented through the Driving Clean Assistance Program which will roll the program out to cover the remaining 30 districts in the state. CARB would like to present the proposal for public comment in advance of the release of the draft Funding Plan.

Each meeting link in the confirmation email is unique so please do not share it with others. Every person that wishes to participate needs to register separately and use the unique link sent to them to access the meeting. Please note that there is no in-person attendance option for these meetings.

The length of workgroup meetings varies. In the event the discussion is complete CARB may end the meeting before the scheduled end time. 


Background

The CC4A and Enhanced Fleet Modernization Program aim to provide disadvantaged communities with access to advanced technology vehicles and equitable consumer protections. These programs support the adoption of battery electric vehicles (BEV), hybrids, fuel cell vehicles, plug-in hybrids (PHEV), zero-emission motorcycles, and alternative mobility options like e-bikes and public transit vouchers. Participants can also receive incentives for home chargers or prepaid charge cards for PHEVs and BEVs. Since 2015, over $325 million has been invested, funding more than 20,000 vehicles, with more than 51% of the funding benefiting disadvantaged communities. The programs are highly popular and often oversubscribed. 

Additionally, income-qualified participants receive vouchers to help lease or purchase new or used advanced technology vehicles, along with consumer protections like financial counseling and advocacy services. The joint Statewide CC4A and Financing Assistance Program, also known as the Driving Clean Assistance Program, extends CC4A to areas without local implementation, offering non-predatory loans and vehicle  buy-down grants.
