Background
Since 1998, the Carl Moyer Memorial Air Quality Standards Attainment Program (Moyer Program or Program) has been a successful and popular air pollution reduction program that achieves cost-effective and surplus emission reductions. Over the last 25 years, more than $1.5 billion in program funds have been granted for the purchase of cleaner technology, resulting in over 69,000 engines replaced, reducing oxides of nitrogen and reactive organic gases by over 202,000 tons and toxic diesel particulate matter by over 7,400 tons. This program supports California’s legally-enforceable obligations in the State Implementation Plan (SIP) – California’s road map for attaining health-based national ambient air quality standards – because projects provide SIP creditable emission reductions per the U.S. Environmental Protection Agency requirements.
The 2024 Moyer Program Guideline update is driven by the partnership between CARB and California’s 35 air pollution control and air quality management districts (air districts) to modernize, and streamline, while providing alignment with other incentive programs that benefit from each other’s continued success. Additionally, it is driven by the many regulatory changes following the 2017 Guideline update. Executive Order N-79-20 (2020) which puts us on a path to zero-emission vehicle and equipment sales and deployment, and Assembly Bill 2836 (Garcia, Stats. 2022, Ch. 355) which reauthorizes the Moyer Program through January 1, 2034.
The 2024 Moyer Program Guideline update is extensive and comprehensive. The update aligns with CARB’s mission, to lead by driving innovative solutions to improve public health and the environment, while preserving CARB’s core values of collaboration, integrity, community, science-based approaches, and equity.
