Public Workgroup Meeting to Discuss Updates to the Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program Guidelines

The California Air Resources Board (CARB or Board) invites you to participate in a public workgroup meeting on proposed updates to the Funding Agricultural Replacement Measures for Emission Reductions Program (FARMER) Guidelines.
During the workgroup meeting, CARB staff will provide an overview of the FARMER Program, present proposed changes to the current FARMER Program Guidelines, and gather feedback from attendees on the proposed changes.

The workgroup meeting will be held in several locations throughout the state, though the information presented and discussed will be identical at each meeting location.

The workgroup meeting locations, dates, and times are as follows:

Northern California: Red Bluff

In addition to the in-person workgroup meeting options listed above, a remote attendance meeting will be offered as well. Note that the in-person meetings above will not have a remote attendance option, so those wishing to participate remotely should participate in the Zoom webinar below.

This remote attendance option will also have Spanish translation service available.

After registering, you will receive a confirmation email containing information about joining the workgroup meeting. Please use the link and password to join the workgroup meeting at the time of the meeting. If you are using a tablet or smart phone, please download the Zoom app. Ensure the latest version of Zoom is installed on your device.

CARB staff’s presentation and the Draft Guidelines Discussion Document will be made available prior to the first workgroup meeting on the FARMER Program Meetings and Workshops page.


Background and Proposed Updates

The FARMER Program provides funding to replace older vehicles and equipment used at agricultural operations with cleaner options. Approved in 2018, the FARMER Program Guidelines describe air district funding allocations, eligible project categories and criteria, program implementation details, and the justification for these investments. Since program inception, additional and modified project categories have also been approved for inclusion into the FARMER Program through various Executive Officer memos.

CARB staff are working towards updating the FARMER Program Guidelines to consolidate current program guidelines and memos, modify existing project categories, and otherwise aid in air district implementation of the program. Some of the notable proposed updates include:

  • Accounting for efficiency gains from specialty equipment,
  • Providing additional flexibility for zero-emission equipment,
  • Allowing for used equipment purchases in all air districts,
  • Updating emission factors and load factors used for emission reduction calculations, and
  • Allowing additional flexibility for air district program administration.

CARB staff plan to present the proposed updates to the FARMER Program Guidelines to the Board for consideration in October 2024.
