Upcoming Deadlines and Phase-Out Date Reminder
This serves as a reminder of upcoming deadlines for Tier 2 and Tier 3 portable diesel engines registered in PERP, and initial registration eligibility requirements for diesel engines rated over 750 brake horsepower (bhp).
Tier 2 Engine Deadline: July 1, 2024
The last postmarked date PERP will accept low-use, or emergency-use, modification requests for registrations of Tier 2 engines built prior to January 1, 2009, rated greater than 750 bhp is July 1, 2024. This deadline applies to fleets following the phase-out and those enrolled in fleet averaging. For engines rated greater than 750 bhp, please refer to this Verification Database for an available level-3 Verified Diesel Emission Control Strategy (VDECS), such as a diesel particulate filter (DPF). If a VDECS is not applicable or available for the engine, fleets will need to submit a modification request by the July 1, 2024 deadline or replace the engine with a current tier engine.
The last postmarked date PERP will accept change of ownership applications for registrations of Tier 2 engines built prior to January 1, 2009, rated greater than 750 bhp is also July 1, 2024. This deadline applies to fleets following the phase-out and those enrolled in fleet averaging.
Initial Registration Eligibility Deadline: July 1, 2024
In addition, beginning July 1, 2024, new applications for initial registrations of diesel engines rated over 750 bhp into PERP, engines must meet one of the following engine eligibility requirements:
- Final Tier 4, or
- Interim Tier 4 flex engine, or
- Tier 2 flex engine.
Phase-Out Date: December 31, 2024
This phase-out date applies only to those fleets following the phase-out compliance path.
Please note that Tier 2 engines built prior to January 1, 2009, rated greater than 750 bhp and Tier 3 engines owned by large fleets that are built prior to January 1, 2009, rated at 50 bhp to 750 bhp, that are not converted to emergency or low use, nor equipped with a level-3 VDECS (i.e., DPF) will no longer be able to operate in California after December 31, 2024.
If adding a properly functioning level-3 VDECS, all modification requests must be completed and postmarked prior to the phase-out date of December 31, 2024.
Applications postmarked after these deadlines will be denied.
