The California Air Resources Board (CARB or Board) invites you to participate in a public work group meeting on the Driving Clean Assistance Program (DCAP). 

In collaboration and coordination with existing air district CC4A programs, DCAP aims to bring access to clean vehicle purchase incentives to disadvantaged, rural, and underrepresented communities that have not had access to CARB’s suite of light-duty incentives, marking the first step towards simplifying these projects. At this meeting, CARB staff will provide updates on the proposed rollout of the program. Community members, community-based organizations, and stakeholders will have the opportunity to provide feedback and input on staff’s presentation.

Register

To participate in the meeting, please register in Zoom. After registering, you will receive a confirmation email with information to join the meeting either through a computer or digital device or via conference line. Each meeting link in the confirmation email is unique so please do not share it with others. Every person that wishes to participate needs to register separately and use the unique link sent to them to access the meeting. Please note that there is no in-person attendance option for these meetings.

Meeting materials will be posted in advance of the meeting. If you would like meeting materials translated to another language, please contact Tiffanni Nguyen by May 13, 2024.

This meeting will be recorded. A link to the recording will be available two weeks after the meeting date on the Low Carbon Transportation Investments Meetings and Workshops webpage.

The length of work group meetings varies. In the event the discussion is complete CARB may end the meeting before the scheduled end time.


Background

The joint Statewide CC4A and Financing Assistance Program, also known as the Driving Clean Assistance Program, will provide a statewide Financing Assistance Program and expand the CC4A program to Air Districts that do not implement CC4A at the local level. This program belongs to a suite of consumer-focused light-duty incentives that provide equitable access to clean transportation to lower-income car buyers. Through CC4A, eligible consumers scrap older polluting vehicles in exchange for vouchers to assist in the buy-down of an advanced technology vehicle or alternative mobility option. Financing Assistance provides access to competitive and non-predatory loans to support vehicle financing as well as vehicle buy-down grants without a scrap requirement. Both programs also offer additional incentives for vehicle charging.

The Community Housing Development Corporation (CHDC), a community-based organization that provides supportive services such as financial and credit counseling and community outreach, was selected in June 2023 as the administrator of the joint Statewide CC4A and Financing Assistance Program through a competitive solicitation process. Currently, CHDC is building partnerships with stakeholders, air districts, tribes, and community-based organizations as they work toward the program’s launch.
