The California Energy Commission (CEC) and the California Air Resources Board (CARB) will host a joint workshop to present and discuss the draft Transportation Fuels Assessment and the Transportation Fuels Transition Plan being prepared pursuant to Senate Bill (SB) X1- 2 (Skinner, Statutes of 2023, 1st Ex. Sess.).
The public can participate in the workshop consistent with the attendance instructions below. The CEC aims to begin promptly at the start time posted and the end time is an estimate based on the proposed agenda. The workshop may end sooner or later than the posted end time.

Agenda
CEC staff will present an overview of the draft Transportation Fuels Assessment (Assessment) under SB X1-2, including scenarios of gasoline demand and policies explored in the Assessment to mitigate gasoline price spikes. CEC staff will also facilitate a stakeholder discussion of the Assessment. CARB staff will present on another requirement of SB X1-2, the Transportation Fuels Transition Plan. The workshop will include a public comment period.

Background
SB X1-2, approved by the Governor on March 28, 2023, requires the CEC to conduct a triennial assessment of transportation fuels and identify methods to ensure a reliable supply of affordable and safe transportation fuels in California, including options that may assist with the prevention of price spikes. The first assessment must be submitted to the legislature no later than January 1, 2024.
The assessment requires a broad range of transportation fuel market analyses at state and regional levels, and potentially at individual refineries. Several time intervals must be considered (3-, 7-, 10-, and 20-year intervals). Consistent with the statute, the assessment will cover several topics that impact the price of fuels, including finished fuel storage, refined fuel imports, retail market dynamics, and potential refinery closures.
SB X1-2 also requires CARB and the CEC to prepare a Transportation Fuels Transition Plan. This plan shall include, at a minimum, a discussion on how to ensure an affordable, reliable, equitable, and adequate supply of petroleum and alternative transportation fuels under CARB’s most recent scoping plan.
