The California Air Resources Board (CARB) staff invite you to participate in one of two public online reporting training webinars covering the Clean Truck Check-Vehicle Inspection System (CTC-VIS) reporting site updates as well as an overview of the emissions compliance testing aspect of the program. Clean Truck Check applies to nearly all diesel and alternative fuel heavy-duty trucks and buses with a gross vehicle weight rating over 14,000 pounds that operate in California. This includes federal, state, and local government vehicles; hybrid vehicles; personal vehicles; California registered motorhomes; single vehicle fleets; agricultural vehicles; and vehicles registered outside of California (not including motorhomes).
Clean Truck Check staff held four reporting training webinars in November and December 2023 and one in January 2024 to assist vehicle owners with meeting the reporting and annual compliance fee requirements for operation in California in 2023. The webinar on November 3, 2023, was also recorded. If your vehicle(s) have not yet been reported in CTC-VIS, CARB staff highly recommends watching this recording prior to registering for one of the webinars below. Seven training module videos have also been posted for those who only need to better understand a specific aspect of reporting. The upcoming webinars will be held via Zoom. Interested parties must register for a specific date to participate. CARB staff plans to record one of these webinars and post it on the Clean Truck Check Reporting page. Please register for the meeting you wish to attend. CARB staff asks that you only register for one of the sessions.

Please note that your vehicle or fleet may be affected by other CARB regulations that are currently in place. We anticipate a large number of participants and questions. Therefore, to facilitate an efficient discussion, we request that questions submitted during the webinar pertain only to the topics covered during the presentation. Questions about other aspects or requirements of Clean Truck Check must be submitted to hdim@arb.ca.gov.
While we will not be able to answer detailed questions specific to your fleet only, we will provide information on how to get individualized fleet assistance. If time allows, we will answer additional reporting questions at the end of the presentation. After registering for the training on the desired date, participants will have the option to participate via Zoom or access the meeting by telephone with a dial-in number. CARB staff highly recommend participating using the Zoom Desktop or Mobile App for the best quality.
Background
The implementation of Clean Truck Check began on January 1, 2023, with deployments of roadside emissions monitoring equipment to screen for vehicles operating with potentially high emissions. Vehicles identified as potential high emitters receive a Notice to Submit to Testing and are required to submit a passing compliance test to CARB, which may include emissions-related repairs, within 30 days of receipt of the notice.
Phase 2 of Clean Truck Check initiated vehicle owner reporting and annual compliance fee payment requirements; freight contractor, broker, and freight facility compliance verification requirements; and vehicle compliance extension allowances in specific circumstances where components needed for emissions-related repairs are unavailable. This phase began on October 1, 2023, when CTC‑VIS was opened to the public. Required vehicle information must be entered for vehicles in a fleet that are subject to Clean Truck Check and the $30 per vehicle annual compliance fee(s) paid for all vehicles in the fleet by January 31, 2024. Failure to do so for vehicles that operated in California in 2023, may result in vehicles being cited for non-compliance and subject to penalties, and/or having their DMV vehicle registrations blocked. In addition, freight contractors, brokers, and applicable freight facilities are required to ensure Clean Truck Check compliance with vehicles they do business with starting in 2024.
Phase 3 will become effective on October 1, 2024. Therefore, a passing compliance test would be required to be submitted to CARB for all vehicle compliance deadlines on or after January 1, 2025.
The majority of densely populated areas in California, such as the South Coast and San Joaquin Valley air basins, exceed federal ozone and PM 2.5 standards. Many major populated regions and economically disadvantaged communities are situated near heavy trucking traffic areas. The successful implementation of Clean Truck Check is critical for achieving State Implementation Plan commitments and moving closer to meeting federal ambient air quality standards and improving public health in these regions, across the State, and especially in disadvantaged communities disproportionately impacted by air pollution.
