California Air Resources Board (CARB) staff invites you to participate in a public workshop to discuss potential regulation concepts to transition non-truck transport refrigeration units (TRU), which include trailer TRUs, domestic shipping container TRUs, railcar TRUs, and TRU generator sets, to zero-emission technology.
At the workshop, staff will present updates to the potential regulatory concepts made since the last workshop held in November 2023, as well as discuss estimates on cost inputs, zero‑emission technology, and non-truck TRU operations route characteristics. Staff plans to solicit input from TRU owners, operators, and original equipment manufacturers on all the mentioned topics.

Background
CARB adopted the Airborne Toxic Control Measure for In-Use Diesel-Fueled Transport Refrigeration Units (TRU) and TRU Generator Sets, and Facilities Where TRUs Operate (TRU ATCM; title 13, California Code of Regulations, section 2477) in 2004. In February 2022, CARB adopted the 2022 Amendments to the TRU ATCM (TRU Part 1) to transition truck TRUs to zero-emission technology. The original concepts for TRU Part 1 included a zero‑emission requirement for non-truck TRUs while stationary at certain facilities in the State. In October 2020, staff posted an update on the TRU Regulation website announcing the bifurcation of the draft TRU concept to transition diesel-powered TRUs to zero-emission technology in two parts. The decision to bifurcate the TRU rulemaking was made in response to Executive Order (EO) N-79-20 which calls for 100% zero-emission off‑road vehicles and equipment by 2035. Staff determined that the zero-emission operation while stationary requirement did not meet the objective of the EO, and it is necessary to transition non-truck TRU categories to zero-emission like the truck TRUs.
Emissions from non-truck TRUs continue to contribute to regional air pollution, community health risk, and climate change. New requirements for non-truck TRUs are needed to meet the State’s commitments made in the 2022 State Strategy for the State Implementation Plan (2022 State SIP Strategy) to help attain Federal air quality standards, minimize community exposure to air pollution, and support the State in meeting its climate mitigation goals.
