Background
CARB’s 2016 and 2022 State Strategy for the State Implementation Plans included numerous measures to achieve the emissions reductions necessary from State-regulated sources to support attainment for the National Ambient Air Quality Standards for all areas of California. The Clean Air Act and Title 40 of the Code of Federal Regulations require that one or more public hearings, preceded by at least 30 days’ notice and opportunity for public review, must be conducted if requested prior to adopting and submitting any SIP revision to U.S. EPA. The hearing notices for five previously adopted or amended CARB regulations did not include the language noticing the adoption and submittal of these to U.S. EPA as a revision to the SIP. Therefore, this action provides the required notice and opportunities for public comment and hearing to meet these procedural requirements in order to submit these regulations to U.S. EPA as a revision to the California SIP.
