You are receiving this reminder because the California Air Resources Board (CARB) has not received your 2024 Responsible Official Affirmation of Reporting (ROAR) or electronic ROAR (e-ROAR) that is required per CARB’s Regulation for In-Use Off-Road Diesel-Fueled Fleets (Off-Road Regulation) pursuant to Cal. Code Regs., tit. 13, §2449. It is important that you read this entire notice as it contains valuable information to help you comply.
Submit your ROAR or e-ROAR by March 1, 2024. Failure to take action may subject you to enforcement action. Penalty assessment could be up to $37,500 per action pursuant to Health and Safety Code section 43016.

Highlights of CARB approved amendments to Off-Road Regulation:
On November 17, 2022, CARB approved amendments to the Off-Road Regulation aimed at further reducing emissions from the off-road sector. The following are key elements:

Engine tier and model year phase‑out requirements to accelerate the retirement of Tier 0 through 2 engines. Dates vary by fleet size;

Restriction on adding vehicles with Tier 3 and 4i engines;

Requirement started January 1, 2024, to use R99 or R100 renewable diesel in off-road diesel vehicles;

Requirement for prime contractors and public works awarding bodies to obtain and retain a fleet’s valid Certificate of Reported Compliance prior to awarding a contract or hiring a fleet; and
- Voluntary compliance flexibility options for fleets that adopt zero-emission technology.
Annual reporting due by March 1, 2024 [Cal. Code Regs., tit. 13, § 2449(g)(2)]:
Electronic Reporting
Fleets are encouraged to submit their ROAR forms electronically in DOORS (the online reporting tool for the Off-Road Regulation). The e-ROAR includes a checklist to ensure submittal of all required annual reporting information.
To complete annual reporting:
- Log into DOORS on or after January 1, 2024, and report any changes made to the fleet in 2023;

Enter engine hour meter readings for the 2023 calendar year on the “Low- Use” webpage (if applicable);

Report engine hour meter readings for vehicles used for agricultural operations 51-99 percent of the time on the “Agricultural” webpage (if applicable);

Submit the e-ROAR.
Fleets who submit their e-ROAR will automatically receive updated Certificates of Reported Compliance in their DOORS account.
The Fleet Contact does not receive the e-ROAR personal identification number. If a Fleet Contact wishes to file the e-ROAR, they must first become a Designated Official by submitting the Designated Official Form.
Hardcopy Reporting
Fleets who do not complete the e-ROAR must submit the ROAR form. CARB will only process the current version of the forms, which have a revised date of 5/2020; all other forms will be returned to fleets which will delay processing times and may result in late reporting. The ROAR form is available on the Off-Road Zone.
Fleets who forgot their password can select “Forgot Password”. This link requires fleets to provide their DOORS username and email address associated with the account. Once these fields are completed, fleets can press the “Email Password” button and an email containing the password will be sent to the email address.
Manufacturer Delay
Fleets who purchased a vehicle prior to November 1, 2023, but have not received the vehicle due to manufacturer delays, may qualify for a compliance extension.
