Heavy-Duty Engine and Vehicle Omnibus Regulation Amendments


The California Air Resources Board (CARB) staff invites you to participate remotely in a public workshop to discuss proposed amendments to the Heavy-Duty Engine and Vehicle Omnibus (Omnibus) Regulation. The proposed amendment would primarily align the Omnibus regulation’s requirements for new 2027 and subsequent model year (MY) heavy-duty (HD) engines with the corresponding provisions of the U.S. Environmental Protection Agency (U.S. EPA) Clean Trucks Plan oxides of nitrogen (EPA-NOx) rule.

The workshop will be held via Zoom webinar at the following date and time:

During the workshop, if you wish to provide comments or ask questions, please use the Zoom’s “raise hand” feature. For those who are joining via a conference call, press #2 to raise your hand. The question-and-answer feature on Zoom will also be available to provide comments and ask questions. This workshop will be recorded for future viewing.

Background

On December 22, 2021, the Office of Administrative Law approved the Omnibus regulation, which established more stringent emission standards, durability requirements, emission warranty and useful life requirements, and in‑use testing requirements for new 2024 and subsequent MY HD engines.

U.S. EPA released the final version of the EPA-NOx rule on December 20, 2022, and published it in the January 24, 2023, edition of the Federal Register. The EPA‑NOx rule includes many emission-related requirements that are similar to the Omnibus regulation.

On July 5, 2023, CARB reached an agreement with the Truck and Engine Manufacturers Association (EMA), the members of EMA that manufacture HD on‑road vehicles and engines, and the Ford Motor Company. That agreement has been referred to as the Clean Truck Partnership (CTP). The CTP agreement specifies, in pertinent part, that CARB staff commits to propose amendments to the Omnibus regulation that will generally align the emissions standards, associated test procedures, and accompanying enforcement provisions for 2027 and subsequent MY engines and vehicles with the corresponding provisions in the federal EPA‑NOx rule. The workshop will cover the following regulatory concepts:

  • Propose modification of various elements of the Omnibus regulation as described in the CTP agreement;
  • Propose changes to the HD On-Board Diagnostic Real Emissions Assessment Logging (REAL) parameters. CARB staff plans to propose the substitution of the REAL not-to-exceed bin with the new 2-bin moving average windows bins; and
  • Propose changes to HD Emission Warranty Information Report in-use corrective action requirements.
