CARB fulfills its mission to protect public health and the environment by relying on robust science. The annual research planning process is guided by research priorities that are responsive to CARB programmatic goals, emerging air quality and climate issues and public input. Public input is collected through various mechanisms, including the annual research concept and comment survey and public meetings. CARB is accepting research comments and concepts through a survey on our website. The final date to submit concepts and concepts for funding in fiscal year 2025-2026 is April 10, 2024.

In addition, CARB will be creating a 5-Year Strategic Research Plan that will inform its research priorities for the years 2025-2030. The last Triennial Strategic Plan can be found on CARB’s website. In early 2024, CARB will begin a robust engagement process to include the public, environmental justice advocates, public agency partners, Tribal partners, academic partners and others. 

The aim is to release a draft Strategic Research Plan by late 2024 or early 2025. The draft plan will be available for public review before presenting it to the Board. This public engagement process will begin by collecting research priorities from the public through a comment and concept collection survey. An option has been added to the annual survey to submit research priorities driving CARB’s research program for the next 5 years.

In addition, CARB will hold a virtual public meeting on February 29, 2024, to collect initial ideas and have discussion forums by research category. The meeting information can be found below.

Background 

The California Air Resources Board (CARB) has a robust Research Program that is designed to be responsive to agency priorities, emerging topics, and community, and stakeholder input. Each year, CARB initiates the annual research planning process by collecting research comments and concepts from the public. These submissions help to inform CARB’s priorities for supporting future research. 

CARB uses a survey to collect both comments and concepts from the public on topics they would like CARB’s Research Program to address. The comment option provides a way to submit research questions and concerns related to air quality, health, environmental justice, and climate change. These comments can be more open ended and be submitted by members of the public who feel their local community concerns could be addressed by CARB’s research program.  

Community and academic researchers can also submit more detailed research concepts on the various topics covered by CARB’s Research Program. 

After the comment and concept collection period ends, CARB will review all research concepts to inform the final list of projects that CARB will fund in fiscal year 2025-2026. Note that the CARB Research Program funding is limited and only a small subset of projects are funded each year. Submissions that align with the Triennial Strategic Research Plan for fiscal years 2021-2024 (Plan) are more likely to be developed into full projects. In future years, the 5-Year Strategic Plan for fiscal years 2025-2030 will inform research priorities. The final date to submit comments and concepts to be considered for funding year 2025-2026 annual research and to submit research priorities to inform the upcoming 5-Year Strategic Research Plan, is April 10, 2024.
