Notice of Proposed Award for the F-gas Reduction Incentive Program (FRIP) Third-Party Administrator


The California Air Resources Board (CARB) is pleased to publish a notice of proposed award (NOPA) for a third-party administrator (3PA) grantee to implement the 2022-23 F-gas Reduction Incentive Program (FRIP). CARB received one application in response to the FRIP 3PA solicitation from the North American Sustainable Refrigeration Council (NASRC). The proposal was evaluated and scored using the scoring criteria provided in the Grant Solicitation.

The legislature appropriated funds to CARB in the 2022-2023 budget to increase the adoption of climate-friendly refrigerant technologies. Funds appropriated by the legislature will be administered through CARB’s FRIP, established by Senate Bill (SB) 1013. This NOPA identifies the applicant selected and recommended for funding, and the recommended funding award. CARB is proposing to award the applicant with 10% (i.e.,$4,000,000) of the total grant amount (i.e., $40,000,000) for project implementation. NASRC will be responsible for implementing FRIP and fulfilling the responsibilities identified in the Solicitation. The program will be implemented through a partnership between CARB, NASRC, and subcontractors identified by NASRC and approved by CARB.  

Funding of proposed award is contingent upon the execution of a grant agreement.

Background

On June 26, 2023, CARB released a competitive solicitation for a third-party administrator to implement FRIP and incentivize the installation of climate-friendly refrigerant technologies with the goal of reducing greenhouse gas (GHG) emissions. High global warming potential (GWP) hydrofluorocarbon (HFC) refrigerants are potent climate pollutants, hundreds to thousands of times stronger in their adverse impact on the climate compared to carbon dioxide, the most common GHG. Scientists have determined that reducing climate pollutants such as HFCs is among the most effective climate mitigation strategies.

The goal of FRIP is to reduce high-GWP emissions by incentivizing the adoption of climate-friendly technologies, particularly ultra-low GWP technologies, defined as having a GWP value of less than ten. The program’s funding will focus on incentives for the food retail sector and additional HFC sectors. Incentives are also expected to help these technology types achieve economies of scale, which will lead to wider market adoption and, therefore, greater GHG reductions.

NASRC and their subcontractors will primarily support the implementation of FRIP and conduct outreach and provide technical expertise to potential applicants and applicants selected to receive incentive funding for the adoption of climate-friendly refrigeration technologies. In accordance with guidelines set forth by CARB, NASRC will distribute funds to the selected applicants for the adoption of these technologies, particularly ultra-low GWP technologies.
