Electrify America’s Cycle 4 ZEV Investment Plan


The California Air Resources Board (CARB or Board) has received a draft of the fourth 30‑month Zero Emission Vehicle (ZEV) Investment Plan (Cycle 4 Plan) from Volkswagen (VW) subsidiary Electrify America. The draft Cycle 4 Plan is required by California’s partial settlement with VW resulting from its use of illegal defeat devices in its 2.0‑liter (2.0L) diesel cars sold in California. The draft Cycle 4 Plan describes how Electrify America proposes to spend the fourth and final $200 million of its $800 million California ZEV Investment Commitment.

The draft Cycle 4 Plan proposes that the final $200 million California ZEV investment be spent as follows:

  • Approximately $172 million on fueling infrastructure,
  • $8 million for education, awareness, access and marketing activities, and
  • $20 million for allowable overhead expenses.

Public Comment for the Draft Cycle 4 Plan

CARB has initiated its review of the draft Cycle 4 Plan and invites public comment on whether it meets the terms and goals of the 2.0L Partial Consent Decree. To be considered by the Board, written comments not submitted at the meeting must be received no later than 5:00 p.m., November 7, 2023, to the following form:

Background

Appendix C of the 2.0L VW Partial Consent Decree (Consent Decree) requires VW to remedy the negative impact that sales of its 2.0L diesel vehicles had on California’s ZEV market. This ZEV Investment Commitment requires VW to invest $800 million in California in four $200 million, 30-month cycles over a 10-year period to support the increased use and availability of ZEVs.

CARB approved Electrify America’s Cycle 1 ZEV Investment Plan (Cycle 1 Plan) at a public meeting on July 27, 2017, the Cycle 2 ZEV Investment Plan (Cycle 2 Plan) at a public meeting on December 14, 2018, and the Cycle 3 ZEV Investment Plan (Cycle 3 Plan) at a public meeting on June 24, 2021. 

The Cycle 1 Plan provided: (1) $120 million for charging infrastructure along highway corridors and in the communities of the Fresno, Los Angeles, Sacramento, San Francisco, San Diego, and San Jose metropolitan areas; (2) $44 million for Green City initiatives; and (3) $20 million for ZEV Awareness activities.

The Cycle 2 Plan provided: (1) $153 million for charging infrastructure along highway corridors and in the communities of the Fresno, Los Angeles, Sacramento, San Francisco, San Diego, San Jose, Santa Cruz, Santa Rosa, and Riverside; (2) $10 million for Electrify America’s efforts to drive station utilization through marketing; and (3) $17 million for ZEV Awareness activities.

The Cycle 3 Plan provided: (1) $127 million for charging infrastructure along highway corridors and in the metropolitan areas of Fresno, Los Angeles, San Francisco, San Diego, San Jose, Riverside, Oxnard, Stockton, Santa Barbara, Bakersfield, and Visalia; (2) $28 million for education, awareness, access and marketing activities; and (3) $25 million for Electrify America’s second Green City.
