In-Use Off-Road Diesel-Fueled Fleets Regulation Amendments

Informational Sessions


On November 17, 2022, the California Air Resources Board (CARB) approved amendments to the In-Use Off-Road Diesel-Fueled Fleets Regulation (Off-Road Regulation or Regulation). The 2022 amendments to the Off-Road Regulation are aimed at further reducing emissions from the off-road sector. The amendments require fleets to phase out the operation of their oldest and highest-emitting off-road diesel vehicles, prohibit the addition of high-emitting vehicles to a fleet, and require the use of R99 or R100 renewable diesel (RD99/100) in off-road diesel vehicle. The earliest requirements begin January 1, 2024.

CARB will host a series of four free public informational webinar sessions on the 2022 amendments to the Off-Road Regulation. CARB invites all interested representatives from public and private off-road fleets to participate including private businesses, local, state, and federal entities universities, and school districts, as well as contracting entities that hire off-road fleets to participate. These informational sessions are designed for CARB staff to present key information about the Regulation, as well as for attendees to ask CARB staff questions.

The first two sessions will be general overview sessions, with CARB staff providing an overview of the Off-Road Regulation and the 2022 amendments. The same information will be presented at both sessions. The third session will focus on the new renewable diesel requirements, and the fourth session will focus on new contracting requirements.


How to participate

To participate in any of the webinars, please select the link for the dates you wish to attend and follow the registration instructions. You may register for more than one session.  After registering, you will receive a confirmation email containing information about joining the webinar. Additionally, participants are encouraged to submit questions ahead of time. Questions should be submitted by noon on the day prior to the session you are attending. Your question(s) can be sent to Mr. Eloy Florez at eloy.florez@arb.ca.gov. Questions will be responded to at the relevant session.

Background

Off‑road heavy‑duty diesel‑powered vehicles are a diverse group, ranging from small skid steer loaders used in residential landscaping to very large mining trucks, and include dozers, forklifts, cranes, and excavators. CARB has regulated in‑use off‑road diesel vehicles since 2008 through the Off‑Road Regulation. In order to meet the State’s multiple public health and air quality goals, the Off‑Road Regulation was amended twice in 2009, and again in 2010. The Off‑Road Regulation requires fleets to reduce their emissions by retiring older vehicles and replacing the retired vehicles with newer vehicles, repowering older engines, or installing verified diesel emission control strategies in older engines; and by restricting the addition of older vehicles to fleets. In November 2022, CARB approved amendments to the Off-Road Regulation which are effective October 1, 2023. These most recent amendments were one measure committed to in the 2022 State Strategy for the State Implementation Plan, which sets a goal of reducing oxides of nitrogen emissions by 4.0 tons per day statewide in the off-road diesel sector by 2037 beyond what would have been achieved through the existing regulation.
