By notice posted on the California Air Resources Board’s (CARB or Board) webpage on August 1, 2023, and published in the August 4, 2023, California Regulatory Notice Register (Register 2023, Number 31-Z), CARB announced a public comment period for Proposed Amendments to the Heavy-Duty Engine and Vehicle Omnibus Regulation. No hearing was scheduled at the time of publication; however, a request for a hearing could be made by September 3, 2023. Subsequently, CARB received several requests for a public hearing, and is therefore providing notice that it has scheduled a public hearing as detailed below.

Written Comment Period & Comment Submittal
In accordance with the Administrative Procedure Act, interested members of the public may present comments orally or in writing during the hearing and may provide comments by postal mail or by electronic submittal during the 45-day public comment period before the hearing. The public comment period for this regulatory action began on August 4, 2023, and will close on September 18, 2023. The public comment period will not be extended per this notice. Written comments not submitted during the hearing must be submitted on or after August 4, 2023, and received no later than September 18, 2023. Comments submitted outside that comment period are considered untimely. CARB may, but is not required to, respond to untimely comments. CARB also encourages members of the public to bring to the attention of staff in advance of the hearing any suggestions for modification of the proposed regulatory action.
