Now Accepting Applications for Clean Transportation and Planning Funding

Concept applications due by September 8, 2023


You are invited to apply for funding through Planning and Capacity Building (Planning), Clean Mobility in Schools (CMIS), and the Sustainable Transportation Equity Project (STEP). The California Air Resources Board (CARB) has $32.65 million available to fund planning, clean transportation, and supporting projects for multiple grantees across the State.

Community-based organizations, local governments (including public school districts), and tribal governments may apply. This Request for Applications is a two-phase process. Concept Phase applications must be received by CARB no later than 11:59 pm (Pacific Time) on September 8, 2023. For Applicants that are invited back to apply to the Full Phase, Full Phase applications must be received by CARB no later than 11:59 pm (Pacific Time) on November 3, 2023. Applicants must apply to the Concept Phase to be eligible for the Full Phase.

CARB will host two Question & Answer (Q&A) sessions in each application phase. The Concept Phase Q&A sessions are scheduled for August 10, 2023 and August 29, 2023. The Full Phase Q&A sessions are scheduled for October 12, 2023 and October 24, 2023. The final schedule, meeting links, and notes from each session will be available on CARB’s website.

Potential applicants may receive assistance from the Institute for Local Government, in collaboration with People for Mobility Justice and Fehr & Peers, at no cost. Applicants must sign up to receive assistance with this survey by 11:59 pm (Pacific Time) on August 11, 2023, to be guaranteed technical assistance in the Concept Phase. Other supporting documents and guidance will be posted on the CARB website as they become available.

Background

Planning, CMIS, and STEP are part of the Fiscal Year 2022-23 Low Carbon Transportation Funding Plan approved by the Board in November 2022. Low Carbon Transportation Investments is part of California Climate Investments, a statewide initiative that puts billions of Cap-and-Trade dollars at work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment – particularly in disadvantaged communities.

The overarching purpose of Planning, CMIS, and STEP projects is to increase transportation equity in disadvantaged and low-income communities by 1) identifying and addressing communities’ transportation needs, 2) increasing access to key destinations and services, and 3) reducing greenhouse gas emissions and vehicle miles traveled. Community projects that are priorities for historically underfunded and overburdened residents incorporate environmental principles by requiring that projects prioritize the knowledge and expertise of residents through all phases of project design, implementation, and evaluation. These programs have the flexibility to fund many different types of projects to ensure that CARB funds can help meet the needs of each community within that community’s context.

  • $3 million is available for Planning projects.
  • $14.8 million is available for CMIS projects.
  • $14.85 million is available for STEP projects.

CARB also released a solicitation for a Planning and Capacity Building statewide administrator that closes on September 22, 2023. The selected Grantee will administer the CARB-selected Planning projects and support the implementation of Planning, CMIS, and STEP projects.
