Commercial Harbor Craft (CHC) Regulation

Updates and Deadlines


Background 

On December 30, 2022, the Office of Administrative Law (OAL) approved amendments to the Commercial Harbor Craft (CHC) Regulation, section 2299.5, title 13, division 3, chapter 5.1 and section 93118.5, title 17, chapter 1, subchapter 7.5 of the California Code of Regulations (CCR). The amended CHC Regulation went into effect January 1, 2023.  

The amended CHC Regulation will reduce emissions from harbor craft operated near California’s coast and improve public health in nearby communities, many of which are disadvantaged. By 2035, the amended CHC Regulation is expected to result in an 89 percent reduction of diesel particulate matter and a 52 percent reduction in nitrogen oxides. The amended regulation will also reduce the cancer risk to over 22 million residents who live near the coast and up to 50 miles inland. 


Program Updates 

Starting on June 23, 2023, CARB began posting a list of commercial harbor craft vessels and engines that have been reported by vessel operators and fully processed by CARB staff. The list does not contain any personally identifiable or confidential information and is posted on the CHC website for public access. The list of reported vessels and engines can be found on the Reported Vessels page. CARB staff will make every effort to update this list monthly. 

The list posted online reflects information as reported by vessel operators and processed as complete by CARB staff. It does not indicate compliance with the CHC regulation and is not exhaustive of all CHC operating in Regulated California Waters. It does not include vessel reports received that are not fully processed as complete. Vessels not appearing on this list may be compliant with the CHC regulation.

Reporting Deadline Reminders 

Annual vessel reports were due from all vessel owners/operators on March 31, 2023, and are now past due. If you have not yet submitted your annual report, please submit it as soon as possible to harborcraft@arb.ca.gov 

Annual facility reports are due on July 1, 2023. Please see the Facility Requirements Factsheet for more details, and the 2023 Reporting Templates page for the facility reporting template.
