Grant Solicitation for a Third-Party Administrator for the F-gas Reduction Incentive Program (FRIP)

The California Air Resources Board (CARB) is pleased to announce a grant solicitation for a Third-Party Administrator (3PA) Grantee to implement the F-gas Reduction Incentive Program (FRIP), first established by Senate Bill (SB) 1013. The legislature appropriated funds to CARB in the 2022-2023 budget to increase the adoption of climate-friendly refrigerant technologies. FRIP’s goal is to promote the adoption climate-friendly refrigerant technologies by addressing market barriers that prevent their adoption while also reducing emissions of conventional high global warming potential (GWP) hydrofluorocarbon (HFC) refrigerants.  

CARB is allocating $40 million to the commercial and industrial refrigeration sector due to the availability of market-ready ultra-low-GWP technologies and the potential for significant emission reductions from this sector. CARB will prioritize funding for small and independent businesses in low-income, disadvantaged, and rural communities. CARB is seeking a 3PA Grantee to implement FRIP. The 3PA Grantee will conduct outreach to potential applicants, provide technical expertise to FRIP applicants and recipients for the adoption of climate-friendly refrigeration technologies among other activities outlined in the solicitation.  

This solicitation is open to California-based public entities (e.g., public agencies, municipalities, counties, special districts), or California-based non-profit organizations with knowledge of and experience with the adoption of climate-friendly refrigeration technologies.  

Applications must be submitted no later than 11:59 p.m. (PDT), August 7, 2023, by email to FRIP@arb.ca.gov.

CARB staff will be available to answer questions regarding eligibility, application completion, and other requirements for the solicitation during a portion of the application period. Written questions of clarification about this solicitation must be e-mailed to FRIP@arb.ca.gov. All questions must be received by 11:59 pm PDT by July 14, 2023.  

Question submitted and responses prepared by CARB staff will be publicly posted on the FRIP website by July 21, 2023. If CARB receives many questions, CARB staff may hold an online meeting to respond to questions. The time, date and instructions to join will be announced by listserv and will also be posted on the FRIP website
