Grant Solicitation for Clean Truck and Bus Voucher Incentive Project (HVIP)

The California Air Resources Board (CARB) is pleased to announce a grant solicitation for an administrator to implement $587.7 million of funding allocated to the Clean Truck and Bus Voucher Incentive Project (HVIP) in the Fiscal Year (FY) 2022-2023 Funding Plan. HVIP is a point-of-sale incentive to reduce the purchase price of zero-emission on-road heavy-duty vehicles. The HVIP third-party administrator selected through this solicitation will be responsible for conducting the day-to-day business of running HVIP among other duties.

This solicitation is open to federal, state, or local government entities or agencies; local air districts; and California-based non-profit organizations. Vehicle manufacturers and dealers are not eligible for this solicitation. CARB, in its sole discretion, may award a new Grant Agreement to the grantee selected in response to this solicitation each following year for FY 2023-24 and FY 2024-25, under similar terms and conditions.

Applications must be submitted no later than 5:00 p.m. (PT), Tuesday, August 29, 2023. The grant solicitation and all associated documents can be found on CARB’s Low Carbon Transportation Investments and Air Quality Improvement Program (AQIP) Solicitations webpage.

CARB will hold one Applicant Zoom Conference, at which time staff will be available to answer questions potential applicants may have regarding eligibility, application completion, and other requirements. Please see details for the Applicant Zoom Conference below:

Interested parties may email questions to Matt Williams until the day prior to the Applicant Zoom Conference. Staff will not respond to questions regarding this solicitation via email, but will instead collect all questions submitted and respond during the Applicant Zoom Conference. Staff also will not respond to new questions after the Conference has taken place. All answers provided during the Conference are draft; the questions emailed in advance and the questions and answers provided during the Applicant Zoom Conference will be reviewed and a final response will be posted by July 20 on the Low Carbon Transportation Investments and AQIP Grant Solicitations page.


Background

HVIP is the cornerstone of CARB’s advanced technology heavy-duty incentives, providing funding since 2010 to support the long-term transition to zero-emission trucks and buses. HVIP offers point-of-sale discounts for zero-emission trucks and buses statewide. HVIP is part of California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment, particularly in overburdened communities. These investments accelerate the transition to low carbon freight and passenger transportation with a priority on providing health and economic benefits to California’s most disadvantaged communities. Since its inception, over 60 percent of awarded HVIP funding has benefited disadvantaged and low-income communities.

The FY 2022-23 Funding Plan, approved by the Board on November 17, 2022, allocated $1.7 billion to HVIP and made several policy changes to project criteria. The policy modifications approved by the Board include the creation of tiered incentive amounts based on fleet size, the introduction of bulk purchase requirements for large fleets, changes to the manufacturer rolling soft cap, measures to increase flexibility for public transit agencies, and adjustments to voucher amounts and vehicle eligibility requirements.
