Grant Solicitation for Clean Off-Road Equipment Voucher Incentive Program (CORE)

The California Air Resources Board (CARB) is pleased to announce a grant solicitation of $13.69 million for an administrator to implement the Clean Off-Road Equipment Voucher Incentive Project (CORE) for Fiscal Year (FY) 2022-23. CORE, analogous to the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) as a first-come, first-served basis, will provide vouchers for specified types of zero-emission off-road freight equipment, with increased incentives for equipment located in disadvantaged communities.

This solicitation is open to federal, state, or local government entities or agencies, and California nonprofit organizations with California off-road equipment, vehicle incentive project, and/or air quality expertise. The solicitation includes the option at CARB’s discretion for new Grant Agreements for each of the following two fiscal years: FY 2023-24 and FY 2024-25.  Applications must be submitted no later than 5:00 p.m. (PST), June 9, 2023. CARB will hold one Applicant Teleconference, at which time staff will be available to answer questions potential applicants may have regarding eligibility, application completion, and other requirements. Please see details for the Applicant Teleconference below:

Interested parties may email questions prior to the Applicant Zoom Teleconference. Staff will not respond to questions regarding this solicitation via email, but will instead collect all questions submitted and respond during the Applicant Zoom Teleconference.  Staff also will not respond to new questions after the Teleconference has taken place. All answers provided during the teleconference are draft; the questions emailed in advance and the questions and answers provided during the Applicant Zoom Teleconferences will be reviewed and a final response will be posted on the CARB grant solicitations webpage within one week after each Teleconference at the Low Carbon Transportation Investments and AQIP Grant Solicitations page.


Background

The Clean Off-Road Equipment Voucher Incentive Project (CORE) is a program that incentivizes California fleets to purchase or lease cleaner off-road equipment. CORE provides a streamlined voucher process by which potential purchasers can receive funding to help offset the higher cost of cleaner off-road equipment. CORE is similar to the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP), which provides incentives for clean trucks and buses.

CORE, analogous to the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) is a project intended to encourage California fleets to purchase or lease zero-emission off-road equipment. CORE provides a streamlined voucher process by which potential purchasers can receive funding to help offset the higher cost of such equipment. The CORE project provides vouchers for several categories of heavy-duty off-road zero-emission, such as, freight, construction, agricultural and commercial harbor craft equipment. The FY 2022-2023 Funding Plan continues to fund the zero-emission off-road equipment from the prior year’s plan.  

While the goal of CORE is to help purchasers overcome the incremental cost barrier of zero-emission off-road equipment, the methodologies developed for determining the voucher amount also consider other factors, such as, current market penetration and the projected need for incentives. Additionally, increased funding is being made available to encourage equipment deployments in disadvantaged and low-income communities as well as infrastructure expansion.
