Public Workshop to Discuss Proposed On-Road Motorcycle (ONMC) Regulatory Amendments

Regulatory Text Comments Due June 2, 2023; Meeting on June 7, 2023


The California Air Resources Board (CARB) invites you to participate in a public workshop to discuss proposed changes to On-Road Motorcycle (ONMC) emissions standards and test procedures, scheduled for June 7, 2023. The purpose of this workshop is to present, and solicit feedback on, the draft regulatory text before staff presents a final regulatory proposal to the Board for consideration later this year.

Draft regulatory text and links to reference documents will be posted. Staff is requesting that stakeholders review the latest ONMC regulation and send all written comments by June 2 to be addressed and discussed at the workshop.

Background

CARB has not proposed new standards for ONMCs since 1998.  Since then, much has changed in the capabilities of emissions control technologies for ONMCs and similar categories of engines and vehicles.  Further, other jurisdictions around the world have adopted more stringent emissions standards for ONMCs.  These technical and regulatory developments have created an opportunity to reduce ONMC emissions quickly and cost-effectively in California. 

The process for updating CARB emissions standards for ONMCs was initiated with a public workshop in April 2018 to discuss the needs for reducing ONMC emissions and the potential for some degree of harmonization with more stringent European Union (EU) emissions standards for motorcycles.  Since then, staff has developed a comprehensive regulatory proposal for ONMC that will dramatically reduce exhaust and evaporative emissions, require on-board diagnostics to help ensure continued performance of emissions controls, and accelerate the adoption of zero emissions ONMC.  If adopted by the Board, the staff proposal would reduce harmful smog forming emissions from ONMC and help achieve California’s air quality objectives.
