Roundtable Discussion on Reducing Risk when Financing and Insuring Zero-Emission Heavy-Duty Commercial Vehicles

Public Meeting on May 22, 2023 


The California Air Resources Board (CARB) invites you to participate in a public roundtable meeting to discuss risk reduction strategies to support and accelerate the development of the zero-emission medium- and heavy-duty commercial vehicle market. This work is part of CARB’s SB 372 implementation and is designed to build on existing research and to investigate strategies in the finance, lease, and insurance industries, such as vehicle residual values and other support mechanisms. Staff will provide an update on current work surrounding financial and non-financial support for trucks and solicit feedback and discussion on potential future innovative financial strategies and programs that can further vehicle adoption.

The meeting agenda will be posted to the Medium- and Heavy-Duty Fleet Zero-Emission Vehicle Purchasing Support Public Meetings webpage ahead of the meeting. The meeting will be held via Zoom webinar at the following date and time:

To participate in the discussion, please register before 3:00 pm on May 22, 2023. After registering, you will receive a confirmation email with information to join the zoom webinar either through a computer, digital device or via conference line. Each meeting link in the confirmation email is unique so please do not share it with others. Every person that wishes to participate needs to register separately and use the unique link sent to them to access the webinar. Please note that there is no in-person attendance option for this meeting. This meeting will be recorded. A link to the recording will be available approximately two weeks after the meeting date. 


Background

To meet air quality standards and greenhouse gas emission reduction goals, California is working to transition truck and bus fleets to zero-emissions by 2045, wherever feasible, and significantly earlier for certain market segments such as drayage applications. Senate Bill 372, the Medium- and Heavy-duty Fleet Purchasing Assistance Program for Zero-emission Vehicles (Leyva, Chapter 639, Statues of 2021), directs CARB to investigate and implement financial and non-financial support for medium- and heavy-duty fleets seeking to purchase zero-emission vehicles. CARB has developed and implemented a suite of programs that aim to provide funding assistance, planning resources, and other support. Several new programs will be launched in 2023, including a technical assistance program and the Zero-Emission Loan Pilot. These programs will support medium- and heavy-duty truck owners, especially smaller fleets, as they make the transition to zero-emission technologies.
