Grant Solicitation for Statewide Clean Cars 4 All and Financing Assistance Projects

The California Air Resources Board (CARB or the Board) is pleased to announce a grant solicitation of $205.5 million for an administrator to implement the Statewide Clean Cars 4 All and Financing Assistance projects for Fiscal Year (FY) 2022-23. An additional $10 million may be available to support the implementation of the Zero-Emission Assistance Program (ZAP) to ensure proper consumer protection for program participants that obtain an electric vehicle. These are the two major vehicle purchase incentive projects funded by CARB that, together with committed partners, are employing innovative solutions to bring the benefits of clean transportation to lower-income and disadvantaged communities that are most impacted by pollution. The solicitation includes the option at CARB’s discretion for new Grant Agreements for each of the following two fiscal years: FY 2023-24 and FY 2024-25.

The goal of these projects is to provide cash incentives (as purchase price buydown), facilitate access to affordable financing options, and provide Electric Vehicle Supply Equipment (EVSE) home installation or charge card incentives for lower-income consumers throughout California to purchase or lease these vehicles by providing low-cost loans and vehicle price buy-down grants.

This solicitation is open to federal, state, or local government entities or agencies, and California nonprofit organizations with expertise in building key partnerships, coordinated outreach and education in disadvantaged communities, and general knowledge of CARB’s Low Carbon Transportation Equity Projects. CARB will hold two Grant Applicant Teleconferences via Zoom, at which time staff will be available to answer questions potential applicants may have regarding eligibility, application completion, and other requirements. Please see the details for the Grant Applicant Teleconference below.

Interested parties may email questions prior to the Applicant Zoom Teleconference. Staff will not respond to questions regarding this solicitation via email, but will instead collect all questions submitted and respond during the Applicant Zoom Teleconference.  Staff also will not respond to new questions after the Teleconference has taken place. All answers provided during the teleconference are draft; the questions emailed in advance and the questions and answers provided during the Applicant Zoom Teleconferences will be reviewed and a final response will be posted on the CARB grant solicitations webpage within one week after each Teleconference at the Low Carbon Transportation Investments and AQIP Grant Solicitations page.


Background

On November 19, 2021, the Board has approved the FY 2021-22 Funding Plan for Clean Transportation Incentives enabling CC4A to expand statewide as directed by the Legislature. Statewide CC4A is intended to provide low-income California residents equitable opportunities to adopt advanced technology vehicles, promote EVSE options to support the deployment of advanced technology vehicles, and promote Alternative Mobility Options. This program currently provides vouchers to low-income participants. In addition, with a qualifying purchase, participants can receive an additional voucher which will assist in providing EVSE support.

The Financing Assistance for Lower-Income Consumers Project is intended to encourage and accelerate the adoption of zero-emission and near-zero-emission, on-road light-duty vehicles in lower-income households. The higher cost of advanced technology clean vehicles can be a significant barrier to vehicle ownership for many lower-income consumers. The goal of this project is to help improve access to affordable financing mechanisms, including a vehicle price and infrastructure buy-down coupled with a low-interest loan to qualified lower-income consumers to purchase advanced technology clean vehicles.
