The California Air Resources Board (CARB or Board) is hosting two hybrid public meetings for the Assembly Bill 32 Environmental Justice Advisory Committee (Committee). The Committee was created under AB 32, the California Global Warming Solutions Act of 2006, to help advise the board in developing the Climate Change Scoping Plan and on pertinent issues related to AB 32. CARB convened the first EJAC in 2007.
On May 20, 2021 and March 10, 2022, the Board appointed Committee members to advise the Board on the development of the 2022 Scoping Plan Update. Also at the May 20, 2021 Board meeting, the Board delegated to the Executive Officer authority to select and appoint additional Committee members needed to include representation from the underrepresented areas. On July 22, 2021 and February 25, 2022, the Executive Officer appointed additional Committee members. Under the leadership of CARB’s Deputy Executive Officer for Environmental Justice, CARB staff and the Committee will work to actively build relationships and trust community expertise; advance community driven solutions; and partner and cooperatively create solutions with the Committee and residents in the most impacted communities to create a more just and sustainable future.

Background
The California Global Warming Solutions Act of 2006, (AB 32; Stats. 2006, chapter 488) calls for the California Air Resources Board (CARB or Board) to convene an Environmental Justice Advisory Committee (Committee), to advise the Board in developing the Scoping Plan, and any other pertinent matter in implementing AB 32. It requires that the Committee be comprised of representatives from communities in the State with the most significant exposure to air pollution, including, but not limited to, communities with minority populations or low-income populations, or both (AB 32; Part 7. Miscellaneous Provisions Section 38591). On January 25, 2007, the Board appointed the first Environmental Justice Advisory Committee to advise it on the Initial Scoping Plan and other climate change programs. To advise the Board on subsequent AB 32 Scoping Plan updates, CARB solicited nominations and reconvened new committees for each update. Committee meetings are open to the public and include a public comment period.
