U.S. Environmental Protection Agency Approval of EMFAC2021


Effective Tuesday, November 15, 2022, the U.S. Environmental Protection Agency (U.S. EPA) has approved the EMFAC2021 v1.0.2 emissions inventory model (desktop software and web platform) for use in state implementation plan (SIP) development and transportation conformity in California. EMFAC2021 is the latest update to the EMFAC model for use by California state and local governments to meet Clean Air Act (CAA) requirements. The new model, which is based on improved data and new and amended regulations in California, calculates emissions from on-road motor vehicles. U.S. EPA also approved EMFAC2017 adjustment factors, which are based on recently-adopted regulations reflected in EMFAC2021, in areas (e.g., metropolitan planning areas) that have already begun SIP development before approval of EMFAC2021. These adjustment factors are provided on the California Air Resources Board's Mobile Source Emissions Inventory (MSEI) website. U.S. EPA approval also sets November 15, 2024 as the date after which EMFAC2021, rather than EMFAC2017, must be used to satisfy the requirement that conformity determinations be based on the latest emissions model available.

Background

EMFAC2021 represents the next step forward in the ongoing improvement for EMFAC. More details about emissions calculation methodologies and data are summarized in the EMFAC2021 Technical Documentation, which was released in April 2021.
