HARP Update


The California Air Resources Board (CARB) has released updated health tables for the Hot Spots Analysis and Reporting Program (HARP) Air Dispersion Modeling and Risk Tool (ADMRT), Risk Assessment Standalone Tool (RAST) and Emission Inventory Module (EIM). 

These updates include: 

  • New acute, 8-hour, and chronic RELs for trivalent chromium (16065-83-1).
  • A new Bay Area AQMD health table.  The new table reflects amendments to Rule 2-5: New Source Review of Toxic Air Contaminants.
  • On March 21, 2022, the final 2022 Emission Inventory Criteria Guidelines rulemaking package was approved by the Office of Administrative Law and filed with the Secretary of State. A number of pollutants were added to Appendix A-1: Substances for Which Emissions Must be Quantified. OEHHA was consulted to determine which existing health values may be applied to these new pollutants. Health values were added for 61 pollutants.

To get the new health database, select the “Help > Check for Updates” feature in the main menu of each program.  This feature will automatically download and update the health databases.  Once downloaded, restart each program to use the new health databases.

Other Updates

Note: CARB staff are in the process of updating the CEIDARS pollutant table.  The HARP CEIDARS utility database will be updated once this work is completed.  Although the updated pollutant table is not available yet, pollutants with health values can be manually added in the ADMRT and RAST.
